R. Tiglao Lambasts CJ Sereno for Not Quitting Despite Her Proven Missing SALN

Veteran journalist and former ambassador of the Philippines, Rigogerto Tiglo lambasts Chief Justice Ma. Lourdes Sereno on his latest column with The Manila Times because according to him, the Chief Justice should quit her post after proven to have not filed her SALN.


According to R. Tiglao beyond the shadow of doubt, CJ Sereno didn't file her SALN for at least eight years when she was in government service despite the fact that it is not only the Constitution but the Administrative Code of 1987 as well as RA 6713 requires alll government employees, including those in state universities, to file such statements annually.

The failure of not filing a government worker's SALN is punishable by imprisonment of not more than five years. The former Ambassador stated that CJ Sereno should spare the Supreme Court and our nation as whole from suffering her insult to our rule of law.

The Chief Justice appointed by former Pres. PNoy should try to find in her conscience to realize that it is an embarrasment for the nation to continue to have a Chief Justice who has wantonly violated the Constitution.


R. Tiglao also released irreputable evidences and documents that were publicly released proving that CJ Sereno didn't submit her SALNs for at least eight years.

Some of the evidences includes the statement of the three officials of UP, where Sereno worked previously as a legal researcher and instructor, testified before the House Committee on Justice in November 2017 that it doesn't have copies, nor receipts of submissions, of the Chief Justice's SALN from 2001 to 2009, except for the eyar 2002, or for eight years.

Aside from the testimony of three UP officials, the office charge with keeping such records of the Ombudsman (to which Sereno was required to submit her SALNs) on December 4, 2017 issued a certification that they received no such documents from the Chief Justice for the years 1999 to 2009. Strangely, CJ Sereno filed her SALN for 1998 only five years later, on December 16, 2003.

The Judicial Bar Council also informed the lower house's Committe on Justice last December 18, 2017 that Sereno did not submit her SALNs for the years 1999 to 2007, but did so for 2009 up to 2012.
