Atty. Ahmed Paglinawan Lectures Mayor Isko Moreno About Public Service

One of the country's most popular local chief executive, Manila Mayor Isko Moreno released a statement regarding the controversial photos showing residents of Manila braving floodwaters in their desire to get vaccinated drew some ire from netizens, particularly from veteran blogger and lawyer, Atty. Ahmed Paglinawan. 


The lawyer who is known to be the other half of the popular Facebook Page Luminous with Atty. Trixie Cruz-Angeles lectured Yorme Isko the importance of public service and on how to handle crucial situations particularly involving the welfare of his constituents. 

Mayor Isko Moreno in an interview with Manila Bulletin was quoted as saying "If the residents brave the floodwaters in their desire to get vaccinated and protected from falling severe or critical once they get infected with COVID-19, our vaccinating teams and all other city personnel involved in every mass vaccination do the same." Mayor Isko stated. 


The statement of the Manila City Mayor was criticized by Atty. Ahmed Paglinawan as he lectured the popular Manila City Mayor on how public service is done correctly based on the laws of the land. 

Atty. Paglinawan even made a sarcastic remarks to Mayor Isko by saying "Uhuh, that's a lovely story, Mr. Moreno," after defending his policy of pushing through with Manila's vaccinattion drive come hell or high water. 

The veteran lawyer reminded Yorme Isko one of the basic function of the government and that is, to protect them from known dangers and certain dangers and when necessary even from themselves. 

He also noted that government officials are presumed to know better than most of the citizens in terms of science and technology in relation to policy. Mayor Isko should know better than the people that exposure to rain and flood presents so many health risks: Cough, colds, leptospirosis and a host of many other serious diseases. 

Atty. Ahmed burned down Mayor Isko Moreno by saying "It's not enough that you do your people a service. You need to serve them safely and away from additional harm."

Uhuh, that's a lovely story, Mr. Moreno.

But, you see, government is there in order to protect the people from known and certain dangers. At times, it's there to protect the people even from themselves.

Government officials are presumed to know better than most of the citizens in terms of science and technology in relation to policy. It's not enough that you do your people a service. You need to serve them safely and away from additional harm.

That's what being a leader is all about.

Netizens also criticized Mayor Isko Moreno of his actions and decisions to allegedly put the health at risks among his constituents and the health care workers.

Kristine Camille: Of course they will brave the floods because they're afraid to die from COVID. Also, being vaccinated allows them to travel and work. No questions with the bravery of our health workers as well. I think that was already established since pandemic started. The problem is, you're putting both the citizens and health workers at an additional risk from other deadly disease (leptospirosis). Not too mention the discomfort they have to gi through just to get the vaccine. Thats the issue yorme that you don't seem to get.

Mang Kulas: Yorme being brave doesn’t mean that they are exempted from illness causing of floodwater. You as a mayor should make sure that your citizens are safe and secured in getting the vaccine. Ayusin ang sistema para walang malagay sa kapahamakan.

Rommel Cruz: He'd rather make his constituents suffer than heed a sound advise. He is clearly serving his ego and not the people.

Diego Cantos: The vaccinating team knows the danger in braving floodwaters. They will not dare wade in it. But ordinary citizens do not know it, or may know it but chose to ignore it just to get vaccinated. And you did not give them any option.

Churchill Cabangal: Mayor it is indeed commendable that residents are brave enough to experience floodwaters in their desire to ger vaccinated however as a Government employee and head of the agency in your city would it be better to make neccessary arrangement so that your constituents wont experience as such? Just like what the president have said the city government of manila should look for facilities that are not affected by the flood to ensure their safety.
