The Secretary of the Department of Justice, Secretary Menardo Guevarra, who now served as the country's officer-in-charge explained the main reasons why Pres. Duterte declared Sen. Antonio Trillanes IV's amnesty as void and not official since the beginning it was issued by former Pres. Noynoy Aquino due to some reasons of non-compliance of certain provisions.
According to Secretary Guevarra, Pres. Duterte has issued a proclamation that declared as void from the beginning the amnesty granted to Trillanes by former Pres. Aquino in connection with his involvement in the failed attempts to overthrow the Arroyo administration.
The voiding of of Sen. Trillanes' amnesty was based on two requirements that the senator allegedly failed to comply with: an official application for amnesty and an express admission of guilt for the crimes committed in line with the Oakwood Mutiny in 2003 and the Manila Peninsula Hotel Siege in the year 2007.
Justice Secretary Guevarra denied all allegations against the Duterte administration, particlurly the criticisms that the voiding of the amnesty extended to Trillanes was brought about by his opposition to Pres. Rody Duterte.
During a press conference, Sec. Guevarra was quoted as saying "It's not a question of political opposition. It's a matter of compliance with the law," Guevarra stated. He added further that "This is a matter which is provided in the Constitution itself. When the chief executive grants clemency, all the requirements must be naturally complied with. So, we're just following the rule of law here," Guevarra said.
"If something was not followed before, then the government is not barred from making the proper rectification to such a mistake... This may happen again in the future, not to scare anyone but just to ensure that all the laws are followed and obeyed," he added.
