Rep. Arroyo Replaces House Speaker Alvarez Hours Before Pres. Duterte's SONA 2018

Former President and Pampanga Representative Gloria Macapagal-Arroyo took her oath as House Speaker of the House of Representatives, replacing ousted House of Representative head Pantaleon Alvarez.

Davao Representative and former House Speaker Pantaleon Alvarez was ousted as House Speaker on Monday on the Congress reconvened after it abruptly adjourned its session after the resumption of the 17th Congress.

Congresswoman Gloria Arroyo who served as the country's President from 2001 until 2010, became the first former President to become House Speaker. Majority of lawmakers signed a manifesto supporting Rep. Arroyo as the new House Speaker of the Lower House of Congress.

The election of House Speaker Gloria Macapagal-Arroyo in the Philippine Congress is considered by political analyst as a stunning return to power for the 71-year-old lawmaker who previously spent nearly five years under hospital detention for alleged corruption until the Supreme Court dismissed her case and ordered the release of the veteran lawmaker in 2016.

The ouster of House Speaker Alvarez was reportedly talked about earlier as one lawmaker revealed that Duterte-Carpio has been in talks with Rep. Arroyo about possibly taking over Alvarez's post since April 2018.

Before the ouster of Rep. Alvarez, the first daughter, Mayor Sara Duterte-Carpio had repeatedly expressed her dislike for Rep. Alvarez early this year after the House Speaker allegedly declared her as part of the political opposition when she formed a regional political party, Hugpong ng Pagbabago.

Rep. Pantaleno Alvarez is the Secretary-General of the ruling PDP-Laban.
