Former Social Welfare and Development (DSWD) Assistant Secretary Lorraine Marie Partosa also known as Lorraine Marie T. Badoy, who now served as PCOO Usec revealed the Anti-Poverty Program of the Duterte administration during her visit to Iloilo City.
According to Usec Badoy, Poverty is a multi-headed monster that grows 10 heads for each head you cut off. The biggest culprit of all, particularly the problems of poverty, was a government that was indifferent to the heartrending cries of the people it was supposed to serve.
The government that doesn't care for the poor and the needy as they stole money from the government but not under Pres. DUterte watch, because a mere hours after Pres. Duterte sat in office, he signed his first Executive Order, EO #1 that has, at its very heart, the edict that the poor be served first and fastest and most efficiently.
Under Pres. Duterte's anti-poverty program, those who have the least in life are getting the most in the law.

A government that stole so that money meant for the poor --- health centers, public schools, shelter, etc-—went instead to the pockets of such greedy bastards we had the grave misfortune of calling ‘our leaders’.
This is no longer true.
A mere hours after President Rodrigo Duterte sat in office, he signed his first Executive Order, EO #1 that has, at its very heart, the edict that the poor be served first and fastest and most efficiently.
FINALLY, those who have the least in life are getting the most in the law.
Those of us who work in the poverty alleviation program of the President constantly align ourselves with his goal of taking MILLIONS out of poverty.
So when I am given the opportunity to speak to them like I did yesterday in Iloilo during the Region 6 launch of Biyaya Ng Pagbabago, the President’s anti poverty program headed by the Cab Sec, Jun Evasco’s Office of Participatory Government, I tell them what is true.
We now have a President who is true to you.
The most powerful man in the country covers you with the fullest powers invested on him.
You are no longer powerless.
Programs have been prepared for you so you and your children have a fighting chance. A veritable armory now exists for you.
All you need to do is choose what you need from what we’ve prepared for you and make a go for it.
We are here for you.
We will guide you. We will hold your hand. And we will show you that all you’ve needed to live comfortable, dignified lives now exist.
You will need to hurry though because this President has only 4 more years left and that’s not a lot of time. Hurry, hurry.
And the joy of my life these days is that a full third of Filipinos have been taken out of poverty.

We are winning our war against poverty—a war I thought was unwinnable.
I know this multi headed beast though and it is still too early to call it a victory.
The fight against poverty is not a fun run nor a sprint but a grueling marathon under a punishing sun where all of us are asked to enlist and join in helping those who are momentarily stuck in it.
In this photo, I am with the gentle Ati of Iloilo, an indigenous people who have been pushed ever farther to the fringes so they hardly felt government’s presence.
Yesterday though, we got to reach them. Our foot race with them has started.
And all I know is we will run this foot race with them till they are able to stand shoulder to shoulder with the rest of us.
No one excluded.
