A concerned netizen made headlines earlier on social media after his post about the achievements of our lawmakers in the Upper House performed during the year 2017. The concerned netizen was identified as Kent Tangcalagan and his post was already shared by popular Facebook Page VOVPh and Showbiz Government.
According to Kent Tangcalagan, it's the season for employees getting their annual performance evaluation results and the senators are not exempted from the said evaluation for they are public servants.
Based upon the data from the website of the Philippine Senate, Tangcalagan revealed that a total of 345 bills were passed by the 17th Congress for January-December 2017.
The top five senators with the most bills passed were Sen. Ejercito, Zubiri, Villanueva, Angara ang Legarda. Sen. Ejercito authored a total of 63 bills followed by Zubiri with 46 bills and Villanueva with 45.
The bottom five were the least active in passing bills, they were Drilon, Honasan, Pangilinan, Lacson and Pimentel.

It’s the season for employees getting their annual performance evaluation results and students getting their end-of-semester grades. For ordinary Filipino employees and students, these results would either give them a festive or a haunting celebration during Christmas and New Year! It could be demotion, job loss or a retake of a course. Thus, it is just right to also look at how our dear public servants did this year. Let’s look back at how our taxes were made use in 2017 in our legislative body in the Senate.
According to the website of the Philippine Senate, 345 bills were passed by the 17th congress for January-December 2017 (SBN 1291 to SBN 1636). The top five senators with most bills passed were Ejercito, Zubiri, Villanueva, Angara and Legarda. Ejercito authored 63 bills followed by Zubiri with 46 and Villanueva with 45. The bottom five and were the least active in passing bills were Drilon, Honasan, Pangilinan, Lacson and Pimentel. Drilon and Honasan only authored five bills this year while Pangilinan only seven. In terms of approved bills (either by house approval or by the President), the top five senators with the most bills approved included Gordon, Ejercito, Villanueva, Recto and Villar. Senators with only one bill authored and approved for 2017 were De Lima, Binay, Poe, Lacson, Hontiveros, Pangilinan, and Drilon. No bills were approved by those authored by Honasan, Trillanes and Pacquiao.
Perhaps, some of the senators may not be that “active” since they might be busy with senate hearings, committee meetings, events and other activities. Or there may be other appropriate excuses, for sure. Unfortunately for the ordinary Filipino employee and student, the “numbers” in the Annual Performance Evaluation and Report Card are final and unnegotiable.
Remember the senators who did well and didn’t this year to help you decide who to vote in the 2019 senate elections. Next year, the senate line-up will be finalized.
