North Cotabato Governor Emmylou "Lala" Taliño-Mendoza will block the donations from any presidential candidates who offered to help the victims of the Kidapawan rally dispersal, one of the few who offered to help was no other than Davao City Mayor Rodrigo Duterte.

According to the Governor of North Cotabato she knew the needs of her constituents and she don't want any presidential candidates to used the incident in Kidapawan City as their staging ground for their political campaigns.

Gov. Mendoza was angered with the news that some candidates will provide for the needs of the protesters and promised to block any help which will be extended to the victims of the Kidapawan massacre.
The governor believes that donating rice to her province is a big insult to her leadership. During an interview with the media, netizens were angered with the video circulating online featuring Gov. Mendoza warning all people including presidentiables that she will block all rice donations for farmers.
