Veteran journalist and prominent political analyst Jay Sonza revealed some of the reasons why the country's most popular TV Network, ABS-CBN should no longer operate beyond May 4, 2020 without a franchise because stop really means stop from operating.
According to Jay Sonza with barely four session days left, Congress is pre-occupied with leadership in-fighting which could last until May.
Congress will go on a Holy Week break beginning March 14 and will resume session on May 4, 2020 in time for expiration of the legislative franchise. It is impossible for the application to be tackled at all until midnight of the same day.
Based upon the previous decision of the Supreme Court, any network could no longer operate on air once their franchise expired. A provisional permit to operate cannot be issued by NTC without a valid legislative franchise regardless if there are endorsements, joint or concurrent resolutions from Congress.

Batay sa dalawang desisyon ng Korte Suprema, hindi maaring magpatuloy ng pagsasahimpapawid ang alinmang network kung wala ng bisa ang prangkisa (SC Decision NO FRANCHISE NO BROADCAST base on the decided cases of Ang Nars Partylist, and Associated Broadcasting).
A provisional permit to operate cannot be issued by the National Telecommunications without a valid legislative franchise regardless if there are endorsements, joint or concurrent resolutions from Congress.
Not even the pending Quo Warranto Petition against ABS-CBN is factored in this particular instance.
In the meantime, all television and radio frequencies allocated to the Kapamilya Network will be recalled by NTC on May 5, 2020.
However, the company can apply for a new PPTO and Certificate of Public Convenience and new frequency allocation as soon as their application for a new franchise is approved by Congress and signed into law by the President.
Iyan naman ay kung Hindi matatalo ang abs-cbn sa kasong dinidinig ng SC at hindi sila disqualified to apply for a new franchise.
Uulitin ko lang po, ABS-CBN Broadcasting corporation is not being shutdown or closing shop. Mawawala lamang sila sa FREE TV and Radio. SkyCable and TFC are distinct and separate companies.
