Jimmy Bondoc Reveals the Real Purpose of Congressional Hearing

Former entertainer turned government official and avid supporter of Pres. Rody Duterte, Jimmy Bondoc revealed the real purpose of Congressional Hearing, which is claimed by lawmakers that it is "in aid of legislation," but the real purpose is different according to the veteran singer and songwriter.


According to Jimmy Bondoc, when he talked about the law, it is always as a concerned citizen and not as a government official. Although he is not an expert in laws, he claimed that there should be laws for ordinary people that is easy to understand.



This is one of the biggest reasons why there is such a big push to change the fundamental law, there's a lot of discrepancies in the laws of the land, whether we believe it or not, this is indeed the prevailing argument.

Bondoc explain that purpose of congressional hearing whether it is in the lower house or upper house, it is "in aid of legislation." Because they are the authors of the laws, they will conduct a hearing for the laws they crafted.

That said, kaya nga may batas, para sa karaniwang tao. Pano nito papairalin ang bayan kung hindi ito abot ng karaniwang mamamayan?

All that said, bilang karaniwang tao, napakalinaw sa akin ng PURPOSE ng congressional hearing. Lower house or upper, iisa lang ang purpose ng hearing. Dapat.

Ibig sabihin, dahil tagasulat sila ng batas,
naghea-hearing lang sila dapat PARA SA MGA GINAGAWA NILANG BATAS.
Simple naman yata.

Ang batas ay pwede manggaling sa lower house (mga congressman) o sa upper house (Senado). Kaso nga lang, may anim na uri ng batas na SINABI SA CONSTITUTION na dapat manggaling lamang sa lower house.
"Exclusively " pa nga ang sabi sa Constitution.

Ulit-ulit itong pinapaalala ni Speaker Alan Cayetano. Ulit-ulit-ulit.
Pero walang nakinig.

Ano ba yung anim na yun?
Well, para wag kayo ma bore, yung isa na lang ang pag-usapan natin. Yung "private bills."

Ang franchise po kasi, private bill. Di ba?
Hindi naman sya appropriation (pagtalaga ng pera), hindi sya revenue, o tariff bill, etc etc etc.

Kung ang "franchise" ay exclusively dapat manggaling sa Lower House, isa lang naman ang tanong:

Wala po talaga. Bali-baliktarin natin.
Lawyers can play around with the concept.
But this one is simple. That hearing is,
IN MY OWN OPINION, simply either a violation of the constitution, or an exercise of futility at the expense of taxpayers.

Never mind the other issue that it is already being heard by the Supreme Court. Mahabang usapan pa yan.

Our government is no longer controlled by our Constitution. That is what I can plainly see, as an average man. The government is controlled almost solely by public opinion, and ultimately, by ratings.

I am not trying to make enemies. I am simply pointing out a fact:
Wala nang disiplina sa Pilipinas, dahil hanggang sa mga bosing natin, private or public, wala nang disiplina.



PDuterte and his small group are doing their best to instill discipline. But he would never transgress the lines that separate the 3 branches. Abogado pa rin sya, at heart.

Sa pribado, kahit amerikano, nagiging may-ari ng major networks. Bumibili ng public utilities. Kino-control ang media. Sa public, tumatawid ang senador sa pader na naghihiwalay sa dalawang bahay.

Kudos to Tito Sen (Sotto) for not attending the hearing, a clear display of obedience to the rules.

A final word. Alam niyo kung bakit lang gusto i-preserve ng madami ang 1987 Constitution? Kahit outdated na ito at isa sa mga pinakalumang Consti?

Kasi, na master na nila ang mga lusot sa mga butas. It is a maze that can no longer be traced by the average man. For every word, there is a secret drop-down menu, a rabbit hole of jurisprudence, that only the experts understand. Paano na si Juan?
