A concerned citizen Rene Lapinid shared an interesting expose about the connection of Sen. Franklin Drilon with Angara Abello Concepcion Regala & Cruz Law Offices (ACCRALAW) and the alleged participation of the said law firm on the world's largest water privatization.


The post of Rene Lapinid was shared on social media by Ed Alunan and eventually went viral when veteran journalist Bobi Tiglao shared the same post.



According to Rene Lapinid, the fingerprints of Sen. Franklin Drilon on the privatization of the Metropolitan Waterworks and Sewerage System (MWSS).

Former Pres. Fidel Ramos created the MWSS Privatization Committee on July 1994 while Drilon was the Secretary of Justice. Abill similar to the "Power Crisis Act" was filed in Congress in February 1995. The act was approved on June 1995, mandating the creation of a joint executive-legislative water crisis committee and empowering FVR to reorganize and privatize MWSS.

During the same year in 1995, Drilon was elected senator in the same year. To implement the Water Crisis Act, Ramos issued in 1996 EO 286 and EO 311 crafted by the water crisis committee consultant lawyers from ACCRALAW, effectively reorganizing and privatizing MWSS.

Accordingly, the concession agreement was formulated. In February 1997 FVR approved the concession contracts signed by the parties. Manila Water and Maynilad water concessionaires started operations in August 1997.

According to ACCRALAW profile Franklin Drilon joined the “prestigious” law office in 1975 and holds the nominal position of senior counsel to date.

The fingerprints of Frank Drilon on the world’s largest water privatisation, that is the Metro Manila water concession agreements, are discernible from conception to birth (and maybe death). FVR created the MWSS Privatisation Committee in July 1994 while Drilon was his DOJ Secretary. A bill similar to the “Power Crisis Act” was filed in congress in February of 1995.

Indeed, the Water Crisis Act (WCA) was approved in June 1995, mandating the creation of a joint executive-legislative water crisis committee and empowering FVR to reorganise and privatise MWSS. Meanwhile in May 1995 Drilon was elected senator.



To implement the WCA, FVR issued in 1996 EO 286 and EO 311 crafted by the water crisis committee consultant lawyers from ACCRALAW, effectively reorganising and privatising MWSS.
