Tribal Leader Defending Pastor Joel Apolinario Not Recognized by NCIP

The controversial Tribal Leader who was reportedly a judge defending KAPA Founder Joel Apolinario was discovered as not a tribal leader but only a member of Blaan Tribe, contrary to his earlier claims that he is a judge of the Tribal Courts.


The tribal leader identified as Fulong Douglas Mangcal was found out to be fake because he is not a leader but only a member of Balaan tribe.

According to the statement released by the National Commission on Indigenous People (NCIP) XI, Fulong Douglas Mangcal and his group Federal Tribal Government who gave a 72 hours ultimatum to the government urging Pres. Duterte to resume the operations of KAPA.



Based upon the advisory released by NCIP, the Tribal Leader, Fulong Douglas Mangcal is not really the leader of Kapa Ministry Community International Incorporated.

Mangcal is best known as the leader of Federal Tribal Government of the Philippines that joined the Matanao, Davao del Sur.

The self-confessed tribal leader Mangcal already wrote to the Supreme Court asking the judiciary to reconsider his plea and study the case so that KAPA will resume operation.
