R. Tiglao's Expose: Aquino Government's P38-Billion Passport-Printing Contract, Biggest Case of Corruption

Veteran political analyst and prominent author Rigoberto "Bobi" Tiglao made an interesting expose about the controversial P38-Billion Passport-Printing Contract initiated during the administration of former Pres. Noynoy Aquino. According to Tiglao, the controversial passport-printing project could be the biggest case of corruption ever.



In the latest column of Rigoberto Tiglao on The Manila Times reveals some of the reasons why he considered the P38-Billion passport-printing contract as the biggest case of corruption and even bigger than the alleged corruptions of the Marcos Family.



Rigoberto Tiglao stated that the only other explanation for this highly anomalous contract is that former Pres. Benigno Aquino III and his officials were so stupid beyond belief that they handed over to a private firm the lucrative monopoly to print the country's new electronic passports.

Based upon the information gathered by Tiglao, the contract will generate for the company an income of at least P10 billion in the 10 years that started mid-2016.

The veteran columnist also revealed that the scheme was planned and the contracts signed in 2014. However, the actual printing of passports under the anomalous set-up started in July 2016 right after President Rodrigo Duterte assumed office. If he doesn’t stop the contract though, he will undoubtedly be blamed for it, even for just allowing such a scandalous rip-off to continue.



Bobi Tiglao also noted on his latest column with The Manila Times that not even during Marcos' 13-year strongman rule did government hand over to so-called "cronies" such a huge moneymaking contract, secretly and without public bidding.

The passport printing contract — which the Commission on Audit said involves P38 billion in sales of passports to the foreign affairs department in 10 years — dwarfs the other anomalous deals the previous Aquino regime undertook, among them the P3-billion purchase of the defective Dengvaxia vaccines or the P5-billion MRT-3 maintenance contracts that failed.
