Davao Del Norte Gov. Anthony Del Rosario: "Arrest of Leftist Leaders Exposed Wiles, Using IPs to Push Own Agenda"


The provincial government of Davao Del Norte through Governor Anthony G. Del Rosario released an official statement regarding the controversial case involving the "Talaingod 18" and the arrest of Bayan Muna former Congressman Satur Ocampo and ACT-Teachers Partylist Rep. France Castro.



According to the Governor the arrest of former Congressman Satur Ocampo and ACT Teachers Partylist Rep. France Castro, among other activists in Talaingod, Davao del Norte on November 28, 2018 exposed the wiles of the leftist organizations in using IPs to push for their own agenda.



The local government unit (LGUs) and the tribal leaders who pushed for the closure of the Salugpongan Ta Tanu Igkanugon Community Learning Center (STTICLC) for its questionable motive.

The governor added further that the so-called ‘rights defenders’ exploited the issue to demonize the government and raise funds for their benefit. However, the authorities and tribal leaders have since decried how the Salugpungan schools are used in the anti-government propaganda of the leftist organizations and training ground for their armed struggle.

Gov. Del Rosario also questioned the purported fact-finding mission, which according to him if they haveing nothing to hide, the delegation should have observed formal and appropriate coordination with the concerned LGUs, national government agencies and Lumad leaders for their own safety.

The governor also exposed that the group of Ocampo and Castro did not even secured a written consent from the Provincial Government of Davao del Norte, among other protocol.

OFFICIAL STATEMENT OF GOVERNOR ANTHNONY G. DEL ROSARIO ON THE “TALAINGOD 18’

The arrest of former Congressman Satur Ocampo and ACT Teachers Party-List Representative France Castro, among 16 other activists in Talaingod, Davao del Norte on November 28, 2018 exposed the wiles of the leftist organizations in using the IPs to push their own agenda.

It was the local government unit and the tribal leaders who pushed for the closure of the Salugpongan Ta Tanu Igkanugon Community Learning Center (STTICLC) for its questionable motive. The so-called ‘rights defenders’ exploited the issue to demonize the government and raise funds for their benefit.

However, the authorities and tribal leaders have since decried how the Salugpungan schools are used in the anti-government propaganda of the leftist organizations and training ground for their armed struggle.

If the purported fact-finding mission has nothing to hide, the delegation should have observed formal and appropriate coordination with the concerned local government units, national government agencies and Lumad leaders for their own safety. Yet, they did not even secure a written consent from the Provincial Government of Davao del Norte, among other protocol.

The mission failed to show that it is bent on upholding the best interest of the Lumad children. Rather, it has brought to light their clear motive of exploiting the Lumad children of Davao del Norte in order to pursue their selfish objectives. The arrest of the supposed “Talaingod 18” has shown that the rule of law can prevail despite the maneuverings, threat and intimidation of the leftist groups.



The incident revealed how the age-old conflict between the government and those who seek to overthrow it took its toll on our innocent and disadvantaged IP brothers and sisters. Yet, the divisive schemes of the activists are not the answer. Time and again, we have proven that genuine pro-poor governance is the key to alleviating the lives of our Indigenous People. We have strengthened our programs and undertakings that aim to ensure that our Lumad kids live in a safe and nurturing environment.

The Provincial Government, together with the concerned government agencies, has since expanded education programs, among other crucial projects and undertakings that benefit our IP communities in Talaingod. These include the establishment of the Davao del Norte State College - Datu Jose A. Libayao (DNSC-DJAL) Extension Campus.

The tribal college is now affording the Lumad youth a diploma in agriculture technology without sacrificing their living traditions, values and practices. This is our tangible way of nurturing them to become catalyst in improving the lot of our IP communities in the only tribal town of the Davao Region. We provided solid backing for the launch of the Talaingod Cultural Heritage Village. We created the Talaingod-DavNor Runners to train Lumad kids to become elite athletes. And we have started putting the foundation in attaining our dream in making Talaingod the vegetable capital and the livestock hub, among other vision for the tribal town.

We cannot allow a few cunning individuals to mar our development momentum in the Lumad municipality. I invite the leftist organizations to stop exploiting our poor Lumads and start working closely with the government in genuinely advancing the rights, protection, welfare and development of our IP people.

I further call upon the concerned agencies of the government to pool our resources together and strengthen our commitment in expanding the socio-economic development in the Talaingod complex down to the entire Pantaron Range.
