Veteran lawyer and former Biliran lawmaker, Atty. Glenn Chong belies the claimed made earlier by the camp of VP Leni Robredo announcing to the media that the PET ruled in favor of the 25% voting threshold.
According to Atty. Glenn Chong there is no categorical ruling by the Presidential Electoral Tribunal (PET) that the threshold is now 25%.
On the contrary, the PET ruled that there is no legal basis to change the PET rules that use the 50% threshold.
Atty. Chong also noted that the extended explanations of the PET Ruling will be released on his official Facebook page after lunch time today.

Major news outlets in the country reported about the supposed victory of Vice President Leni Robredo after the Presidential Electoral Tribunal (PET) ruled in favor of her in a long-standing battler for vice presidency against former Sen. Bongbong Marcos.
In a resolution dated September 18, the poll tribunal sided with Robredo approving the use of 25% ballot shading threshold in the recount of the votes in the 2016 polls.
Meanwhile the camp of Marcos claimed that the Comelec did not declare any change in the shading rules, but the poll body maintained that it is issued a resolution to implement a change in the threshold.
The Supreme Court (SC) as the PET said: "From the foregoing, for purposes of the 2016 elections, the fifty percent (50%) shading threshold was no longer applied. It is likewise clear however that a new threshold had been applied."
The decison of PET to favor with VP Leni Robredo draws falk among netizens who reminded the Comelec's failure to implemnet its own rules before the election which says that the only 100% shading will be allowed.
The COMELEC even spent millions of pesos on their election campaign about the "Bilugan ang Bilog na Hugis Itlog" just to inform everybody the needed voting thresholds for votes to be counted.
