Foreign Affairs Sectretay Alan Peter Cayetano burned down Sen. Franklin Drilon during the Senate Finance Committee hearing on DFA Budget after Drilon questioned the benefits of the $50.00 payment to reacquire their Philippine citizenship.
During the Senate Hearing, Sen. Franklin Drilon asked "How much do we earn out of this? Very negligible. But his is one of the disincentives for our compatriots to become Filipino citizens." Drilon stated.
Sen. Drilon also criticized the justification for the earlier veto of the President on his proposal to scrap the $50.00 allegiance payment. Drilon was quoted as saying "That it will result in a loss of revenue." he said, "My goodness gracious, how much revenue?" "In this case, the goodwill generated is certainly much more in value that what we earn." Drilon said.

Sec. Cayetano responded by saying that "What we will do, your honor, is that we will put a supporting study with it, to show that not only is the lost of Filipino revenue is negligible but the tendency of the person who now has a Philippine passport, to participate in the Filipino community." Sec. Cayetano stated.
Sen. Loren Legarda supported the statements of Secretary Cayetano that they are now adopting the proposal of Drilon and Sec. Cayetano as they will abbreviate all these studies and amendment in the plenary, as she stated that "we considered it adopted on this hearing." "There will be no fees regardless of studies, how much it will generate for the Philippine government. Hindi natin yan ikayayaman bilang bansa subalit ikakayayaman natin bilang Pilipino." Sen. Legarda stated.
When Secretary Cayetano was pressed by Sen. Drilon for further explanations about the accomplishments of DFA, Sec. Cayetano was quoted as saying "It is the same cases with our consular offices, despite the backlogs and the problem with getting appointments with passports, in the last two years, they said it will cost more money to open regional consular officers, but last year the Senate give us 8 more consular offices, so now, were doing from 95 passports a day when i came in, we are now doing 19,000 a day. And we already open San Nicholas and Santiago, Isabela. When we computed, your honor, 80 percent of the money goes back." Secretary Cayetano explained.
The Senate hearing or budget deliberation of the Committee on Finance for the budget of the DFA was part of the proposed P3.7-Trillion national budget of the Duterte administration for the year 2019.
