A concerned netizen is now making the rounds online after he burned down Pinoy Ako Blog and Gideon Peña for allegedly spreading fake news about Pres. Duterte's reduction of budget in major departments of the national government.
According to concerned netizen Andrea Carigma he called the attention of Gideon Peña and Pinoy Ako Blog for spreading fake news as she presented a graphical representation of the budget trend from 2016-2019 and the sources came from the DBM and Office of the President budget statement.
Carigma noted that the issue of budget reduction was due to the fact that during the year 2017 the Health Budget was cut not because of corruption but because of the higher 2016 budget. In 2017, the lower allocation for DOH was due to the transfer of its National Health Insurance Program (NIHP) to PhilHealth.
The NIHP received P53.2 Billion to ensure that low income individuals stay healthy and will be productive in their work, resulting in higher income opportunities. The allocations particularly targets the poorest of the poor, including those from the informal sector and the senior citizens.
During the Aquino admin in 2016 as PAB boasted, the PhilHealth allocation was just P43.8 Billion but in 2017, during the Duterte admin, PhilHealth allocation was 53.2 Billion and in 2018, it was P60.8 Billion. Currently the proposed PhilHealth allocation for 2019 is P67.4 Billion.
The Aquino admin had a higher budget for DOH because of the fact that in 2016, the Aquino admin's procurement of the controversial P9-Billion Dengvaxia vaccine which is still questionable until this day.
The netizen also reminded that the Aquino Dengvaxia mess cost the government's money to address the mess. For the year 2019, the budget of the DOH includes provision of hiring 425 surveillance officers worth P213 Million in salaries to look after those who received the botched Dengvaxia vaccine.

Also, your assumption that reducing the budget of DA and DOH as "PASAKIT" is truly MALICIOUS AND UNFAIR. You did not account the OTHER GOVERNMENT DEPARTMENTS and the adjustments made to cover for the bugdet reduction in certain services. If you look at the table and the graph, there was major beefing up in DOTr, DPWH and Education (DepEd and SUCs).
Please stop being malicious.

PS. You feel so proud that the previous administration had more money in 2016 for DOH - excuse me, I would just like remind you that the procurement of Dengvaxia worth 9B came from that year. The procurement, dissemination, implementation, and post-treatment monitoring are still, until now, shady. It is even costing this government money - just to address the Dengvaxia mess. The 2019 budget includes provision of 213M to hire 425 surveillance officers to look after those who received the vaccine.
