PhilHealth Chief Celestina Dela Serna's Alleged Extravagant Lifestyle Expose

PhilHealth Interim President Celestina Dela Serna made some headlines after a lawmaker was shocked to find out that the President spent one year living at a hotel worth P3,800 per night. The alleged extravagant lifestyle of Dela Serna was first exposed by Negros Oriental Rep. Arnulfo Teves and House Speaker Pantaleon Alvarez.

According to Negros Oriental Rep. Arnulfo Teves, he and House Speaker Alvarez had the chance to talk to PhilHealth President Dela Serna during an event at the House of Representatives, as they revealed that they were appalled at the extravagant lifestyle of the PhilHealth President.

Rep. Teves was quoted as saying “She admitted to staying in the hotel for one year or more… More or less one year sa hotel siya nakatira charged to Philhealth and she said she thought it was okay, that’s why she did it,” he said.

Teves said Dela Serna told him and Alvarez that she stayed at Legend Villas, where rooms are worth at least P3,800 a night.

Rep. Teves has filed House Resolution 1928 directing the House committee on Good Government and Public Accountability to conduct an inquiry, in aid of legislation, into the “gross financial and operational management, corruption, as well as the proliferation of fraud through the creation of ghost members in PhilHealth.”

The lawmaker said the House will look into Dela Serna’s other expenditures at the congressional hearing.

The Commission on Audit earlier flagged Dela Serna for spending P627,000 for travels and hotels in 2017 despite Philhealth’s loss of P8.92 billion. Earlier, President Rodrigo Duterte has ordered an investigation into De la Serna’s travel expenses. She allegedly spent at least P627,000 for her trips to and from Bohol in 2017.
