Popular Facebook Page Showbiz Government debunked the claims of Anti-Duterte FB Page Oras Na, Roxas Na about the alleged overspending of the Office of the President under the leadership of Pres. Rody Duterte compared to the budget spent by the Aquino administration.


Based upon the claims of Oras Na Roxas Na, former Pres. Aquino only spent P1.1 billion which is way lower compared to the P17.9 billion budget under the Duterte administration.

Showbiz government debunked the claims of Oras Na, Roxas Na FB Page by saying that the 1627% increase in the Duterte Admin's budget is indeed a lie because of the fact that they don't tell that the P15.46 billion of the P17.9 billion was appropriated by the Department of Budget Management in its approved budget for a "Special Provision"-the ASEAN Related Hosting and the ASEAN National Organizing Council and intended to cover the expenses for the leaders' summit, the senior officials' meeting, as well as activities for the 50th founding anniversary of ASEAN in 2017.



The Pro-Duterte FB Page also noted that all expenses of the Office of the President are all subject to auudit by the Commission on Audit. They also explained that the P2.9 billion increase in the President's budget, or the P2.9 billion Intelligence/Confidential Funds is to sustain the campaign against illegall drugs, which was also relased by the DBM enforcement agencies. None went to the hands of the President.

TJ: This was a post created by the Oras Na, Roxas Na.. page comparing the budgets of the Office of the President between 2 presidents—Pres. Noynoy Aquino ABNoy (Anyone But Noynoy) and President Rodrigo "Rody" Duterte. And it has gone somewhat viral.

Take away the tacky optics, and what this malicious post means is that the budget of the Office of the President when Noynoy Aquino sat in office was in the area of 1.1 billion.

With Pres Duterte it was 17.9 billion, a whopping 1627 % increase.

What they don’t tell you is that 15.46 Billion of that 17.9 Billion was appropriated by the Department of Budget and Management in its approved budget for a “Special Provision” –the ASEAN Related Hosting and the ASEAN National Organizing Council and intended to cover the expenses for the leaders’ summit, the senior officials’ meeting, as well as activities for the 50th founding anniversary of the ASEAN in 2017.

The ASEAN Hosting Activities is a Non-Recurring Item, coinciding with the 50th founding anniversary of the ASEAN.

What this means is that this is a one-time expense and not expected to be a part of the OP Budget from now on.

None of this was hidden from anyone but was, in fact, a most transparent process, open to anyone who so wished to study it.

This 15.4 billion was then DIRECTLY RELEASED to the following agencies; OP, DOT, PCOO, DTI and DILG. NONE of it passed through the hands of the President.

This amount then explains the increases in travelling expenses, communications expenses, professional services and representation expenses. All used for the ASEAN Hosting.



AND ALL SUBJECT TO AUDIT BY THE COMMISSION ON AUDIT.

Take away the 15.46 billion budget for the ASEAN hosting, the Office of the President Budget for 2017 then stands at 2.9 billion, an increase of just 54.5% (not the mindblowing 1627% increase this malicious post purports to show).

Meanwhile, the P2.5 billion Intelligence/Confidential Funds is to sustain the campaign against illegal drugs, which was also released by the DBM to enforcement agencies. Again, NONE went to the hands of the President.

ALL expenditure items are subject to review by the Commission on Audit (COA), ensuring the prudent use funds.

There are no irregularities nor any impropriety involved here.
None.

ALL FUNDS ARE SUBJECT TO AUDIT BY THE COA.

The correct process was followed with the President proposing the budget for his office to Congress.

Congress then approved it.

And all funds released—people’s money—will be subjected to audit by the Commission on Audit.

That, my dears, is the Duterte Way: CLEAN, TRANSPARENT, ACCOUNTABLE.
