Former PNP Chief and veteran lawmaker Senator Panfilo "Ping" Lacson burned down Sen. Kiko Pangilinan during the deliberation on Senate Resolution regarding the controversial "Quo Warranto" decision of the Supreme Court against former Chief Justice Maria Lourdes Sereno.
Sen. Ping Lacson explained during his deliberations that the Chief Justice Maria Lourdes Sereno was removed through a quo warranto and not through impeachment.

Sen. Kiko Pangilinan's explanations about the resolution of some majority senators for their intentions to adopt a resolution to reverse the quo warranto decision against the removal of former Chief Justice Maria Lourdes Sereno.
Sen. Ping Lacson burned down Sen. Kiko Pangilinan by saying that an impeachable official like the Chief Justice could be removed not only through impeachment but also through quo warranto as mandated by the Philippine Constitution.
Sen. Pangilinan still insisted on his opinion that only the Senate has the power to remove a sitting Supreme Court Justice. The veteran senator and a well-known Liberal Party official, Sen. Pangilinan continue to explained the real intentions of their resolutions but he could not cite any credible laws or any provisions in the Philippine Constitution.
Sen. Ping Lacson explained that an impeachable official could be removed only through Quo Warranto and Impeachment to be handled by the Philippine Senate.
The brilliant Sen. Lacson cited Article 8 Section of the Philippine Constitution that says:
Section 5. The Supreme Court shall have the following powers:
(1) Exercise original jurisdiction over cases affecting ambassadors, other public ministers and consuls, and over petitions for certiorari, prohibition, mandamus, quo warranto, and habeas corpus.
