DOTr's Official Statement on Asec Mark Tolentino Alleged Display of Arrogance Using Pres. Duterte's Name
The Department of Transportation (DOTr) through Director for Communications Goddess Hope Libiran released an official statement as she felt dismayed over the alleged arrogance of Asec. Mark Tolentino.
The DOTr official said that she was dismayed by Asec Tolentino's display of arrogance and his continued use of the name of Pres. Rody Duterte and certain "members of the first family" in his malicious and unfounded claims on the Mindanao Railway Project.
Director Libiran clarified that the press conference conducted by Asec. Tolentino on Friday was not only unauthorized pursuant to the DOTr media protocol, but was held in defiance of clear, repeated, and explained instructions coming from DOTr Secretary Art Tugade and Usec. for Railways TJ Batan.
Usec. Batan earlier clarified that he gave an instruction to Asec. Tolentino to defer, not to stop, the press con, so as not to pre-empt decisions that are yet to be discussed in a high level meeting between the Secretary of Finance, Secretary of Transportation, and the Chinese Embassy.
According to Director Libiran, Asec Tolentino is NOT authorized by his superiors to hold his press con and was instructed to postpone it. When Asec Tolentino claimed publicly that he is only accountable and responsible to the President, and that he has the blessings of "members of the first family."
The statement of Asec Tolentino was on record according to Director Libiran, the DOTr Asec was also accused of being an expert in name-dropping and in at least three times he would name-drop relatives of the President to get what he wants and impress upon the people his supposed connections.

When he was NOT authorized by his superiors to hold his press con and was instructed to POSTPONE it, Asec Tolentino then publicly CLAIMED that he is only accountable and responsible to the President, and that he has the blessing of "members of the frist family."
That was ON RECORD. He is an expert in name-dropping and in at least three times he would name-drop relatives of the President to get what he wants and impress upon people his supposed connections. The Secretary and DOTr management just smile at his antics because we all know the personal directive of the President - no name-dropping of and by relatives of the President.
ALL of us are RESPONSIBLE and ACCOUNTABLE to the President. But, saying that in the context of his unfounded anger, disregarding and setting aside a clear and express instruction of his Undersecretary, Usec TJ Batan, and his Secretary, Sec. Art Tugade is ARROGANCE in the highest order."
