Sec. Tugade Directs Airport Ground Handling Companies to Clean Ranks in 5 Days, Sets New Guidelines

Secretary Arthur Tugade of the Department of Transportation (DOTr) directs airport ground handling companies, other manpower service service providers, security agencies to clean their ranks within 5 days and sets new guidelines for baggage handlers.


The meeting between the DOTr officials and the ground handling teams was conducted after Pres. Duterte warned all airport executives and officials to clean up their ranks or else he will fire top officials once the problem at Clark Airport be duplicated anew.

Sec. Tugade summoned airport officials following reported incidents of baggage theft and the President's stern waring. During the meeting Sec. Tugade gave security companies 5 days to clean their ranks.

The DOTr head was quoted as saying "I’m giving you five days to clean your ranks. Send me the list of your employees and guards. Kapag meron dyan na may record o kaso, tanggal buong kumpanya,” Tugade warned companies operating in airports.

In a separate interview with popular blogger Carlos Munda of MindaVote, Sec. Tugade reiterated that companies contracted to provide security at transportation hubs as airports must share the responsibility of the the government in ensuring the safety of the public.

Sec. Tugade was quoted as saying "Kapag may kasalanan ang tao nila, lalo higit sa droga at pagnanakaw, the company should also be held liable. I will put at stake their license to do business. I will suspend or terminate their contract,” he stated.

The transportation chief also bared new guidelines for personnel in-charge of baggage handling. The DOTr said that from now on, personnel must not have pockets and boots or shoes must not be loose. Concerned personnel are likewise no longer allowed to bring or use cellphones while on duty nor wear jewelry.

The DOTr also ordered baggage handlers to wear body cameras, which will be provided by airport officials who were asked to produce an initial 100 cameras, while security companies were also directed to buy their own.
