The Department of Public Works and Highways considered as one of the most productive government agency headed by Sec. Mark Villar under the leadership of Pres. Duterte is set to being construction of a P36-million Evacuation Center as temporary shelter for families displaced by calamity in Ormoc City, Leyte.

DPWH Leyte Fourth District Enginer Lino Francisco C. Gonzalez and Assistant Engineer Irwin L. Antonio, and Ormoc City Mayor Richard Gomez led the groundbreaking ceremony of the evacuation center which will marked the beginning of the project that will be built at Barangay Danhug, Ormoc City.

According to Engr. Gonzalez on his official report to DPWH Secretary Mark Villar, the project involves the construction of a two-storey accommodation building with a separate male and female toilet and bathroom building, and an infirmary building.

The Ormoc City Evacuation Center project of the DPWH will be completed with other facilities to aid evacuees in the occurrence of calamities. It is expected to benefit the people of Ormoc City especially those living in the city prone to flooding.

The DPWH also noted that the actual civil works of the construction project is expected to begin before the end of January 2018.

Last December 16, 2017, Ormoc City was placed under state of calamity due to Tropical Storm Urduja according to Mayor Richard Gomez after the 14th Sangguniang Panglungsod of Ormoc approved Resolution No. 2017-354 placing the entire City under state of calamity which is upon the recommendation of the City Disaster Risk Reduction and Management Council (CDRRMC).

In the Philippines, once Local Government Units (LGUs) declared a state of calamity they can impose a price freeze on all basic commodities in affected areas, and can ask for the quick release of funds for disaster response and relief efforts.
