Sen. Kiko Pangilinan who authored Republic Act 9344 or the "Juvenile Justice Welfare Act of 2006" was already criticized by Pres. Duterte a few times on his various speeches but this time around, the President called the senator as the most stupid politician.

The Pangilinan Law covers children at risk and in conflict with the law from age 15, Pres. Duterte once suggested to lower the age of criminality from 15 to as low as nine years old.
Pres. Duterte during his latest speech and tirades against Sen. Pangilinan, a prominent member of the Liberal Party of the Philippines, he lectured his audience on how the criminal justice system works.
According to the President the Pangilinan Law creates a loopholes in the Philippine justice system as it was used by hardened criminals to protect their interests by using children who were protected under the Juvenile Justice Welfare Act.
