The very first President from Mindanao, Pres. Rodrigo Duterte started his second State of the Nation Address (SONA) in a manner typical to his unscripted public speeches, as he recalled his frequent absences as a member of the House of Representatives during the 11th Congress.

The President was quoted as saying "When I was a member of Congress, my seat was over there, near the seat of the lady with the violet -- not violent, but rather violet dress," he said pointing to far end of the House of Representatives' Plenary Hall.
Pres. Duterte also noted that "But I was absent, together with the Speaker [Pantaleon Alvarez] and [Davao del Norte Rep.] Tonyboy Floirendo who is still absent until today. Ay andyan ba? Sorry.
"But his propensity started almost 17 years ago when we were members of the 11th Congress," he added, drawing chuckles from the audience.
