Assistant Secretary of the Department of Transportation, ASec Goddes Hope Libiran reveals the reasons why the Tugade-Villar Tandem in Pres. Rody Duterte's cabinet is tough to beat.
According to ASec Libiran, never in the history of the Philippine public service that she witnessed a synergy of mind and relentless drive by a tandem in government who, together with Pres. Rody Duterte, breathtakingly introduced us to the 'Golden Age of Infrastructure.'
The sheer number of factual accomplishments alone is already staggering. SInce July 2016, the DPWH has completed 29,624 kilometers of roads, 5,950 bridges, 1,340 flood control projects and 150,149 classrooms nationwide.
The DOTr on its part has accomplished 214 airport projects, 451 seaport projects, 497 kilometers of metropolitan bike lanes, completed one landport and one railway project, and is now working on the completion of seven massive railway system projects.
Asec Libiran lauded both his boss Sec. Art Tugade and partner in infrastructure development project DPWH Sec. Mark Villar for being not content with just receiving field reports and analyzing spreadsheets in their offices. They walk their talk and they go around even to the far-flung regions, to know what’s really happening on the ground, and provide them with a more definitive stance in resolving concerns.
The DOTr official also noted that the Tugade-Villar tandem believes that what matters at the end of the day is that results are delivered, not excuses. And they can easily ignore and shrug of criticisms because they know that what is important is that the Filipino people are given the public service and infrastructure that they long deserve

WHY TUGADE-VILLAR TANDEM IS TOUGH TO BEAT
"Never in the history of Philippine public service have I witnessed a synergy of mind and relentless drive by a tandem in government who, together with President Rodrigo Roa Duterte, breathtakingly introduced us to the 'Golden Age of Infrastructure.
“Yes, I am talking about the dynamic duo of and Highways Secretary Mark Villar, and my very own boss Department of Transportation Secretary Art Tugade.
"And when I say they ushered us into the golden age, the sheer number of factual accomplishments alone is staggering.
"Since July 2016, the DPWH has completed 29,624 kilometers of roads, 5,950 bridges, 1,340 flood control projects and 150,149 classrooms.
"Meanwhile, the DoTr has accomplished 214 airport projects, 451 seaport projects, 497 kilometers of metropolitan bike lanes, completed one landport and one railway project, and is now working on the completion of seven massive railway system projects.
“Secretary Mark and Secretary Art are not really your typical armchair executives. They are not content with just receiving field reports and analyzing spreadsheets in their offices. They walk their talk and they go around even to the far-flung regions, to know what’s really happening on the ground, and provide them with a more definitive stance in resolving concerns.
“For them, what matters at the end of the day is that results are delivered, not excuses. And they can easily ignore and shrug of criticisms because they know that what is important is that the Filipino people are given the public service and infrastructure that they long deserve.
"They are, in the sense, outliers who believe the status quo needs a genuine paradigm shift to be more responsive.
"Indeed, the Tugade and Villar teamwork is incomparable. Like Batman and Robin, they are the most dynamic duo I know in government.
"In a way, I consider them both as Batman in their own ways. But what’s more inspiring is that each of them shifts to becoming a Robin when the need arises. When one needs to be a Batman while facing a difficult obstacle, the other one automatically transforms into a Robin — ready to help and support the other.
"That’s how their friendship works. That is the dynamism of their duo, which has become the stuff of legend even in the early days of the Duterte administration, when, during 'Build, Build, Build' caravans, observers would notice how cool and fun they were together, along with Bases Conversion and Development Authority Sec Vince Dizon, which somehow resembles a solid high school barkada.
"But beyond the pop culture reference, the Tugade-Villar tandem is in itself a revolutionary idea that is long overdue in government.
"Because contrary to what happened before, where 'Talk, Talk, Talk' and 'Drawing, Drawing, Drawing' became more prevalent than action, Art Tugade and Mark Villar made the conscious effort to 'WORK, WORK, WORK' and 'BUILD, BUILD, BUILD.”
