Must Watch: Rep. Marcoleta Burns ABS-CBN CEO Karlo Katigbak Over Illegal PPV

Hard-hitting lawmaker, Congressman Dante Marcoleta made headlines anew after he burned down ABS-CBN CEO Karlo Katigbak over the controversial illegal Pay Per View of the network.



During the June 30, 2020 House Hearing on the ABS-CBN Franchise, Karlo Katigbak insisted that ABS-CBN didn't violate any NTC regulation concerning its use of digital TV.



According to Rep. Marcoleta, in ABS-CBN's temporary digital TV permit, the National Telecommunications Commission (NTC) said any conditional access system (CAS) is subject to rules that government may issue. Pay per view quality as conditional access.

Using free-to-air frequencies, ABS-CBN illegally sold PPV for the May 3, 2015 Pacquiao-Mayweather Fight, thus reducing earnings of cable operators that are, unlike ABS-CBN, licensed to offer PPV.

Unlike ABS-CBN, cable operators don't use free-to-air frequencies, so they're usually allowed to offer PPV to help cover operating costs.

Free-to-air ABS-CBN isn't allowed to charged viewers for watching content, in exchange for the privilege of using government frequencies.



Rep. Marcoleta also noted that the ABS-CBN CEO should not used the argument that they already sold their PPVs or advertised their product despite having no clearance or license from the NTC.

The veteran lawmaker, Rep. Dante Marcoleta lectured ABS-CBN CEO Karlo Katigbak that regardless of intention, we should still be subject to the rule of Law.
