OFWs Lambasts PhilHealth Circular on Mandatory 3% Payment

A huge number of Overseas Filipino Workers (OFWs) took to social media and lambasted the Philippine Health Insurance Corporation (PhilHealth) after they released PhilHealth Circular 2020-0014 mandating all OFWs to pay at least 3% of their monthly basic salary.



Based upon PhilHealth Circular 2020-0014 dated April 2, 2020, the agency mandates OFWs whose monthly income ranges from P10,000 to P60,000 to pay 3 percent, an increase from 2.75 percent in 2019.



PhilHealth explained that the premium of OFWs shall be computed based on their monthly income, to be paid in Philippine Peso equivalent, in accordance with the terms o payment and corresponding due dates as prescribed by the corporation.

The new directives issued by PhilHealth, covers all overseas Filipinos working and living abroad, including seafarers, Filipinos with dual citizenship, and even OFWs in distress or undocumented Filipinos.

The national government through PhilHealth said that by January 1, 2021, the initial payment will be equivalent to a 3-month premium. Members will have the option to pay in full or make quarterly payments within one year while seafarers will have their monthly payments deducted from their salaries.

OFW PhilHealth members will have the option to pay in full or make quarterly payments but if a member who fails to pay the premium after the due date set by the Corporation shall be required to pay all missed contributions with monthly compounded interest.
