DOTr ASec Libiran Reveals Secrets on Sec. Tugade's Diligent Service Even Bringing His Own Arinola


DOTr Assistant Secretary for Communications and Commuter Affairs, Goddes Hope Libiran revealed some of the secrets of Secretary Arthur Tugade of the Department of Transportation who is even bringing his own "arinola" with him every time he travels.


According to Asec Libiran, the DOTr Secretary always brought with him the "arinola" because of the fact that he is always "on the run." She wanted everybody to learn more about Tugade who is already 73 years old, on how he really worked diligently and seriously.



The DOTr Asec admitted that despite Tugade's attitude as a strict leader, sometimes harsh but he is indeed uncompromising towards hypocrites, dull, dumb and most of all the corrupt.

Asec Libiran even asked the lawmaker who urged Secretary Tugade to resign, the facts that Tugade religiously travel at 4:00 AM everyday to the headquarters of the DOTr in Clark, Pampanga. The DOTr Secretary don't even have a government driver because he is using his own personal driver and don't have his own bodyguard and hagad.

I also remember how your friends told us how you, your parents, and siblings lived in the yolk of poverty. That food has always been scarce in your household – a dreary situation that you promised your future wife and children back then to never inherit.



Back in the day, a proper meal would mean luxury for your family, as you were only limited to eat the likes of kangkong and sweet potato. With one piece of galunggong at your dinner table, whoever among you and your siblings has an exam the following day would be the one to get the first share.

During Christmas, you would be among spectators in a Christmas carol competition, and what seemed to be pieces of garbage for parol makers, the scrap material out of making the decorations would be bits of treasure you and your siblings would take to adorn your home.

What the Tugade family lacked for in wealth, they made up for in values.

You grew up inculcated with the values of honesty, dignity in labor, and perseverance – values that would later become the foundations to your success.

Dahil sa values na ‘yan, dahil sa kasipagan mong ‘yan, the DOTr was able to accomplish the so many things, even without emergency powers.

Allow me to cite a few of what DOTr has accomplished in the first half of President Duterte's term:

-64 airport projects (with 133 more ongoing);
-started the construction of four (4) railway projects, continued two (2) more, rehabilitated one (1) railway with six (6) more set for construction;
-built and started operations of one (1) landport;
-completed 220 commercial and social/tourism projects port projects (with 121 more ongoing)



I. LONGSTANDING ISSUES RESOLVED

NAIA NO LONGER WORLD’S WORST AIRPORT. The Ninoy Aquino International Airport (NAIA) conquered its issues to be awarded as one of the most improved airports in the world in just under two years. Additionally, NAIA was ranked for the 7th fastest Asia Pacific airport to exit and 44th at the Globehunter’s World’s Best Airports for Business Travelers.

Past issues such as “Laglag-Bala” or bullet planting for extortion, and “Bukas-Bagahe” or baggage pilferage, have been significantly reduced as new policies have been raised for the security and safety of all passengers.

CLARK AIRPORT AS A VIABLE GATEWAY. From an airport that went unnoticed in the past few years, the Clark International Airport (CRK) is now one of the nation’s busiest airports, with 474 domestic flights and 194 international flights weekly. Passenger traffic has significantly increased, with the CRK recording a historic record of 2.5 million passengers for 2018.

PAL’S LONG-OUTSTANDING BALANCE SETTLED. With billions worth of balances on navigation fees, the Philippine Airlines (PAL) finally settled its debt of PhP6 Billion unpaid air navigational charges to the national government.

FULL COVERAGE OF PHILIPPINE AIRSPACE. Previously, the country functioned on only three (3) air traffic radars, resulting in a coverage of 30% of Philippine airspace. Under the Duterte administration, ten (10) more radars have been added under the Communications, Navigation, and Surveillance / Air Traffic Management system that now covers 100% of the nation’s skies.

Railways

TRAIN SYSTEMS IMPROVED FOR COMFORT. Constant trends that plagued the nation’s railway systems were lack of coaches, numerous breakdowns, and daily passenger overflow. With the Metro Rail Transit 3 (MRT-3), incidents and service interruptions have been greatly reduced.

Under the MRT-3 Maintenance Transition Team (MTT) supervision, passenger unloading incidents, and service interruptions continue to drop. In 2018, passenger unloading incidents plunged to 57 in 2018 – an immense improvement from 417 passenger unloading incidents posted in 2015; 586 in 2016; and 463 in 2017.

Service interruptions have also considerably decreased in recent years. From 55 service interruptions in 2015; 63 in 2016; 81 in 2017 – service interruptions for 2018 have numbered down to just 17. For the January-June period alone, the MRT-3 recorded 14 unloading incidents in 2019 – a massive reduction compared to 180 unloading incidents in the first half-year period in 2015; 333 in 2016; 200 in 2017; and 49 in 2018. Service interruptions for the January-June period, as well, continue to taper. This year saw 12 service interruptions for the first half, a substantial improvement from 25 service interruptions recorded for the same period in 2015; 31 in 2016 and 2017; and 13 in 2018.

To bring back the MRT-3 to its original form, the MRT-3 Rehabilitation Project has officially started under Sumitomo Corporation, Mitsubishi Heavy Industries, and TES Philippines.

Likewise, the Philippine National Railways (PNR), after 20 years, reopened its services from Caloocan to Dela Rosa in Makati and extended up to the Sangandaan station and to Malabon, with the opening of the Governor Pascual Station.

UNIFIED GRAND CENTRAL STATION (COMMON STATION). For over nine (9) years, the dream of connecting the country’s major rail lines was stalled. With disputes lingering on a location, the DOTr settled the issue and started the construction of the Common Station that will soon connect four major rail lines.



Roads

REPUBLIKANG MAY PLAKA. Facing a backlog of vehicle license plates, the DOTr, through the Land Transportation Office (LTO), took the challenge as it started to manufacture its license plates via its plate-making facility. Through LTO’s efforts, 1.9 million pairs of plates have been distributed nationwide.

NEW AND IMPROVED LICENSE CARDS. In the past, citizens were dismayed as they received only paper receipts instead of an actual driver’s license card. Again, the LTO resolved the situation as over 12 million license cards have been printed, accompanied by a five-year validity period and 32 security features against counterfeit.

MORE P2P ROUTES. Commuters now enjoy the comfort of riding Point-to-Point (P2P) buses, as premium P2Ps now have 37 routes, compared to only two (2) routes in 2015.

TRANSACTIONS GOING DIGITAL. Previously, government offices were plagued by standby fixers that led to long lines and a bad reputation for agencies with frontline operations. This operation was addressed as various attached agencies of the DOTr have implemented online transactions to avoid fixers and ease out daily services.

Maritime

DAVAO TO MANILA SHIPPING ROUTE RETURNS. For almost 10 years, ferry operations from Davao to Manila were non-existent. This was revived under the Duterte administration, with the re-opening of the Davao to Manila shipping route, giving passengers an accessible and affordable mode of transportation.

COAST GUARD FULLY EQUIPPED TO SERVE. For decades, the Philippine Coast Guard (PCG) lagged in resources and equipment that made it difficult for maritime safety and search and rescue operations. The DOTr then pushed PCG’s capabilities which resulted in the acquisition of fast patrol boats, Multi-Role Response Vessels (MRRV), and Rigid Hull Inflatable Boats (RHIB). Additionally, 560 of the nation’s lighthouses are now operational with twenty more to be added this year.

II. MAJOR PROJECTS AND PROGRAMS

As the DOTr closes a grueling chapter for Filipinos, the agency moves forward towards better living by way of the BUILD, BUILD, BUILD Program. Transport infrastructures are being built in the aviation, railways, road, and maritime sectors, coupled with major programs and initiatives in all sectors to give the riding public a comfortable life.

Aviation and airports

The challenge of bridging each of the country’s regions across an archipelago is an insurmountable task, but for the DOTr, enhanced connectivity and mobility are of utmost importance. That is why the DOTr has been constructing brand new airports and upgrading and rehabilitating the country’s existing gateways.

BOHOL-PANGLAO INTERNATIONAL AIRPORT. Under the Duterte administration’s Build, Build, Build Program, the DOTr opened the new Bohol-Panglao International Airport, the country’s first eco-airport, and hailed as the “Green Gateway to the world”. A first of its kind, the new airport utilizes natural ventilation and harnesses solar energy from the roof of its Passenger Terminal Building (PTB). When the Duterte administration came in, the construction of the airport has above 48% slippage. With the constant and strict push of the DOTr, the airport was completed and inaugurated in 2018, ahead of its original completion schedule in 2021.

MACTAN-CEBU INTERNATIONAL AIRPORT. Another flagship project, Terminal 2 of the Mactan-Cebu International Airport was also inaugurated to accommodate more passengers, further boosting the capacity of the airport while giving a reputation as the world’s friendliest resort airport. When the DOTr came in 2016, the construction of the airport was 11 months delayed due to land issues. DOTr pushed for the settlement of these issues and monitored the implementation of an efficient catch-up plan, which led to the on-time completion of the new terminal.

AIRPORT REHABILITATION AND UPGRADES. The airports of Maasin and Marinduque have brand new PTBs, while the airports of Tacloban, Tuguegarao, Virac, and San Vicente have been improved and expanded.

Expansion of PTBs for the Clark International Airport and the Vigan Airport are in the works, with both airports set for construction of an additional runway and extension, respectively. Additionally, PTBs for the airports of Camiguin and Ormoc are ready for inauguration.

Airport development projects are slated for the airports in Laoag, Baler, and Antique, together with a new airport to be built in Bukidnon.

ADDITION OF BRAND NEW AIRPORTS. Future airports in Bicol and Bulacan are being constructed and developed, while the Sangley Airport in Cavite commences its 24/7 construction works to become an additional gateway that will help in decongesting NAIA as it undergoes rehabilitation.

NIGHT-RATING OF AIRPORTS. Finally, 21 of the country’s airports have been night-rated under the Duterte administration, with 15 more to be night-rated by the end of the President’s term.

Railways

The country has a total of 77 kilometers of operational railways. The DOTr plans to further expand its current length to a total of 1,900 kilometers to benefit the riding public.

Under the Duterte administration, construction has started for four (4) railway projects, namely, the PNR Clark Phase 1, LRT Line 1 (LRT-1) Cavite Extension, the Common Station, and the Metro Manila Subway Project. The DOTr also continued two more (2) railway projects that began during the previous administration: the Metro Rail Transit Line 7 (MRT-7) and the LRT Line 2 (LRT-2) East Extension. Six (6) more railway projects are for construction, namely, PNR Clark Phase 2, PNR Calamba, PNR Bicol, Subic-Clark Railway, Mindanao Railway, and LRT-2 West Extension.

PNR CLARK PHASE 1. The PNR Clark Phase 1, part of the North-South Commuter Railway Project that will connect Pampanga, Bulacan, Metro Manila, and Laguna, has commenced full construction. PNR Clark Phase 1 will cater to passengers from Malolos, Bulacan to Tutuban, Metro Manila. Once completed by 2021, the estimated travel time from Manila to Malolos will be shortened from 1 hour and 45 minutes to only 35 minutes.



LRT-1 CAVITE EXTENSION. After nearly two decades and three administrations have passed, the DOTr has started the construction for the LRT-1 Cavite Extension, lengthening its services from Baclaran to Niog in Bacoor Cavite. Upon completion is 2021, travel time is expected to cut down from 1 hour and 10 minutes to 25 minutes.

METRO MANILA SUBWAY. Only in the Duterte administration, where visions of an underground railway system servicing the riding public have been turned into reality. The DOTr officially broke ground the construction of the Metro Manila Subway that will run from Quezon City to NAIA Terminal 3 in Pasay and FTI in Taguig. A project as ambitious as the President, the Metro Manila Subway will cross seven local governments and pass through three of Metro Manila’s business districts, reducing travel time to just 36 minutes. Partial operability is set for 2022, with full operations to commence by 2025.

MRT-7. The construction of the MRT-7 that will connect commuters from Quezon City to San Jose Del Monte in Bulacan is nearing halfway into completion. Once complete, travel time will be reduced from two to three hours to just 35 minutes.

LRT-2 EAST EXTENSION. The existing LRT-2 will have two new additional stations in Marikina and Antipolo, which is set to be completed by the fourth quarter of 2020. These two stations will greatly aid commuters from Recto, Manila going to Masinag, Antipolo, reducing travel time from three (3) hours to just 40 minutes.

FUTURE RAILWAY PROJECTS. Apart from the ongoing construction of railway projects, six railway projects are set for construction: PNR Clark Phase 2, PNR Calamba, PNR Bicol, Subic-Clark Railway, LRT-2 West Extension, and the Mindanao Railway, which will be Mindanao’s first railway system.

Initiatives have also been launched to further strengthen the services of the country’s existing railways to give the public affordable and efficient services.

MRT-3 REHABILITATION PROJECT. The MRT-3 continues to be revived to serve the nation’s capital. Sumitomo Corporation, Mitsubishi Heavy Industries, and TES Philippines are now onboard as the MRT-3’s maintenance provider. Once the MRT-3 Rehabilitation Project is complete, expect the MRT-3 to increase its train sets during peak hours, double its speed, and decrease waiting times in half.

Regarding the Northrail project, a deal was settled wherein the government saved about PhP5 billion pesos. The demolition of posts built along the old alignment is ongoing.

Roads

Commuters deserve comfortable, safe, and accessible terminals as they go about their destinations daily. Addressing numerous terminals that are scattered all over Metro Manila, the DOTr has established the construction of intermodal landports to help decongest the nation’s current traffic situation.

PARAÑAQUE INTEGRATED TERMINAL EXCHANGE. Opened to the public as the country’s first landport, the Parañaque Integrated Terminal Exchange (PITX) was launched to serve as a transfer point for commuters, while giving the public world-class features and services as a premier land terminal.

As of 19 August 2019, 87 million passengers have been served, with 649 city buses, 332 jeepneys, 61 AUVs, and 200 modern jeepneys operational daily.

FUTURE LAND TERMINALS. Two terminals will further improve traffic flow in and out of Metro Manila, which are the Taguig City Integrated Terminal Exchange, and the North Integrated Terminal Exchange. The DOTr was able to sit down with its private partners to remove around PhP12.5 billion in grantor’s payments for the said projects.

Additionally, there are also plans for future infrastructure projects such as the Cebu Integrated and Intermodal Transport System, and the Metro Manila Bus Rapid Transit (BRT) Line 1.

Apart from infrastructure projects, the DOTr has launched numerous programs and initiatives to better give commuters a comfortable public road transport service.



PUBLIC UTILITY VEHICLE MODERNIZATION PROGRAM. The Public Utility Vehicle Modernization Program (PUVMP), a flagship project of the Duterte administration, continues to roll out, providing comfortable, safe, and environment-friendly PUVs to commuters and stable livelihood to drivers. The DOTr, in collaboration with the Technical Education & Skills Development Authority (TESDA), has launched livelihood programs and skills training for drivers and operators that may be affected by the PUVMP.

To date, 952 transport cooperatives nationwide have already been accredited by the Office of Transportation Cooperatives (OTC).

As of August 2019, there are 344 authorized routes with 8,528 units authorized to travel, and a total of 2,468 units already operational.

ESTABLISHMENT OF I-ACT. In the early days of the current administration, the Inter-Agency Council for Traffic (I-ACT) was formed to serve as the single traffic body in charge of road traffic management and traffic enforcement. Successful campaigns and operations have led to the surrender of old PUVs that do not conform to the safety and environmental guidelines.

Maritime

Across the Philippines, massive improvements have been made in the country’s seaports, its facilities, and its services. The improvement of the nation’s ports is seen to boost connectivity and mobility, as well as increased growth in trade and tourism.

The DOTr and the Philippine Ports Authority (PPA) have completed 220 commercial and social and tourism port projects nationwide. Ports and their respective PTBs have been finished and are ready to serve sea travelers.

CAGAYAN DE ORO PORT. The country’s biggest port PTB located at the Port of Cagayan De Oro was inaugurated on July 15, along with its electronic gate complex and the backup Opol Port. Likewise, the Sasa Port in Davao and the Tubigon Port in Bohol are now complete, already serving the public.

ONGOING REHABILITATION PORT PROJECTS. Rehabilitation works are ongoing at the Malalag Port in Davao Del Sur, while the rehabilitation of the Makar Wharf and the construction of its port operations building in General Santos City are now finished.

CAVITE GATEWAY TERMINAL. To aid in decongesting the national roads, the DOTr inaugurated the country’s first barge terminal, the Cavite Gateway Terminal in 2018. The barge terminal has a capacity of 115,000 twenty-foot equivalent units (TEUs), aimed to reduce truck traffic on major roads and offer cost-effective access to goods between Manila and Cavite.

STRENGTHENING THE MARITIME INDUSTRY. The Maritime Industry Authority (MARINA) has submitted its proof of compliance with the European Maritime Safety Agency (EMSA) that aims to improve the country’s maritime performance, education, training, and certification system with Filipino seafarers.

INCREASED SECURITY BY PCG. Further, the PCG has intensified its operations in safeguarding the nation’s waters with regular maritime patrols, law enforcement collaboration, maritime search and rescue, capability enhancement, and thorough evacuations. PCG has also established safety mechanisms and enhancing its operations through infrastructure developments.



Good Governance

Adhering to the President’s call for a clean, performing, and corrupt-free government, the DOTr remains committed to rid its ranks of corrupt officials and employees while instilling the values of transparency and accountability on its programs and services.

DOTr DEALS WITH CORRUPTION. Under the DOTr, Secretary Tugade has ordered the filing of cases against corrupt officials and employees. A certain number of officials and employees who were found to have engaged in illegal activities have been dismissed, suspended, and filed for further investigation.

TRANSPARENCY IN PROCESSES. Bidding processes for 253 DOTr projects have been livestreamed and shared in DOTr’s Facebook account for transparency. DOTr’s quality management of its procurement processes through public bidding led the agency to achieve an ISO Certification.

ENGAGING THE PUBLIC THROUGH SOCIAL MEDIA. As one of the performing agencies under the current administration, the DOTr actively engages with the public to address their inquiries and suggestions. The DOTr claims to be one of the highest social media engagements across all government agencies with timely responses. This has also led to the DOTr being recognized as one of the top-performing and requested agencies in the Freedom of Information (FOI) Awards.

DOTr AS A REVENUE GENERATOR. Finally, the DOTr continues to perform not only as a government agency, but also as a revenue generator, with its attached agencies such as the PPA, Civil Aviation Authority of the Philippines (CAAP), and the Manila International Airport Authority (MIAA) remitting the highest amount of dividends to the national government in 2018. PPA has remitted PhP9.41 billion, the CAAP at PhP3.5 billion, and the MIAA remitted PhP3.42 billion for the previous year.

MALASAKIT AT PUSO. The DOTr, through its established agencies, established DOTr Malasakit Help Desks (MHDs) in major transportation hubs throughout the country. Serving as a one-stop-shop for passenger assistance, MHDs are catered to immediately assist all transportation-related inquiries and complaints of the riding public.

As an act of appreciation to the passengers for their continued patronage to the country’s transportation hubs, as well as an expression of ‘malasakit’ to women, children, senior citizens , and Persons with Disabilities, DOTr agencies started distributing Malasakit Help Kits in various transportation hubs last Father’s Day, 16 June 2019. The Malasakit Help Kits will also be distributed on other special occasions, as well as during the “Oplan Biyaheng Ayos” campaigns of the department.

The DOTr showed its “Malasakit” to students, announcing free rides for students at the MRT-3, LRT-2, and PNR at select hours on weekdays except for holidays, beginning 01 July 2019. Terminal fees in CAAP-owned airports and PPA-operated seaports are waived for students starting 01 August 2019 and 16 July 2019, respectively.

Three years under the Duterte administration, the DOTr is steadfast in bringing a comfortable life to the Filipino people. With its attached agencies working hand-in-hand under the Aviation, Railways, Road, and Maritime sectors, the DOTr spearheaded transformational projects and initiatives, to give the riding public enhanced connectivity and mobility that will ultimately lead to a comfortable life.
