Netizens: Why Pres. Duterte Was Blame on Possible Release of Mayor Sanchez, in a Law Sign by Aquino?

Netizens took to social media as they argue on the controversial news reports allegedly sensationalized by the mainstream media seeming blaming the Duterte administration for the possible release of convicted rapist Mayor Antonio Sanchez, instead of blaming former Pres. Noynoy for signing RA 10592.


The controversial law RA 10592 which became the basis for the possible release of Mayor Sanchez provides for the "partial extinction of criminal liability," through time off for good behavior during imprisonment or detention.



The law provides that the time off is computed per MONTH OF GOOD BEHAVIOR." The second reason why ex-Mayor Sanchez gets off is, this law was applied retroactively.

Sanchez was convicted in 1995, the law RA 10592 was passed in 2013 and signed by former Pres. Noynoy Aquino. But applying the principle that laws can retroactively benefit an accused, the Supreme Court ruled that this applies also to those already serving their sentences.

Some netizens also investigated on who among the legislators and lawmakers who helped passed the controversial law which could be the basis on the possible release of convicted felon Antonio Sanchez.

RA 10592 is a consolidation of Senate Bill No. 3064 and House Bill No. 417 was finally passed by the Senate and House of Representatives on November 5, 2012 and January 28, 2013, respectively. It was signed by Pres. Benigno S. Aquino III on May 29, 2013.



Based upon the details provided by some diligent netizens, RA 10592 was principally authored by former Sen. Juan Edgardo Angara with co-authors namely Rep. Rodriguez, Paez, Ortega, Ong, De Jesus, Aggabao, Gullas, Primicias-Agaas, Abayon, Tinio, Calimbas-Villarosa and Palatino.
