Ex-GSIS Chief Garcia, 9 Other Officials to be Investigated with the P25-Million Medicine Purchase

The Commission on Audit (COA) urged the Office of the Ombudsman to investigate former Goverment Insurance System (GSIS) President Winston Garcia and 9 other officials of the agency in connection with the controversial P25 million purchase of the anti-avian flu medicine Oseltamivir during the year 2006.


According to the statement of COA, it is not in stated in the mandate of GSIS to purchase the controversial anti-avian flu medicines based upon the Decision 2019-288, and May 2015 Notice of Disallowance on the purchase.



COA explained that "The procurement of medicines for the treatment of Avian Influenza is a health related function which belongs to the Secretary of Health who was designated by then President Gloria Macapagal-Arroyo as the Crisis Manager for the Avian Influenza under Executive Order 280," COA stated.

The commission also added further that "“It must be emphasized that the fund of GSIS is a social insurance fund which should be used to finance the benefits administered by the GSIS. The procurement of medicines for the treatment of afflicted GSIS members is not a benefit that is being administered by GSIS," COA noted.

During the investigation conducted by Commission on Audit they also discovered that the GSIS purchase of the medicine did not underwent any public bidding.

COA further exposed that 476,300 capsules which were purchase at P25 million, only 109, 880 were distributed to respective patients while the remaining 366,420 were left expired by the GSIS.



Aside from Winston Garcia, brother of newly-elected Cebu Governor Gwen Garcia, other GSIS officials who will be investigated are Reynaldo Palmiery and Jesus Santos; GSIS Vice President for Medical Services Angel Concepcion Jr.; GSIS Vice President for General Accounting and Budget Administration for Central Office Esperanza Fallorina; GSIS Senior Vice President for Administration Group Concepcion Madarang; and GSIS Executive Vice President for Operations Consuelo Manansala.
