The Lower House of Congress, the House of Representatives approved on third and final reading a President Duterte-backed bill reviving the mandatory Reserve Officers Training Corps (ROTC) for all Senior High Schools or Grade 11-12 students across the country.
The mandatory ROTC will be implemented once approved in the Upper Chamber in all public and private high schools in the Philippines.
The House of Representatives approved the measures during the resumption of the plenary sessions after a three-month election break.
House Bill No. 8961 was approved in the third and final reading with a total of 167 affirmative votes against four (4) negative votes and no abstention.
The proposed law which was supported by no less than the President of the Republic, Pres. Rody Duterte was approved on second reading last February 6, 2019.
According to various news outlets, once enacted into law, the measures would make ROTC a requisite for the graduation of Grades 11 and 12 except those who are not physically or psychologically fit, those who have undergone or are undergoing similar military training and varsity players.
Only students who have othe valid reasons approved by the Department of National Defense (DND) and his or her educational institution may likewise be exempted.
Pres. Rody Duterte urged Congress last November 2018 to expedite the restoration of ROTC for senior high school students to "instill patriotism and love of country among our youth."
