The former head of the Philippine National Police (PNP), Director General Ronald "Bato" Dela Rosa silenced fellow senatorial candidate and human rights activist Atty. Chel Diokno during the recently concluded Senatorial Debate shown live on GMA-7.


During the senatorial debate, Gen. Bato Dela Rosa has a brilliant response on the question of Atty. Chel Diokno regarding the Oplan Tokhang operation initiated during Bato's time as PNP Chief.



The veteran law enforcer was asked by the panelist about the Oplan Tokhang and how would he answer his critics who claimed that several members of the PNP misused the said operation during his time.

The panelist of GMA-7 mentioned the case of Kian Delos Santos and Korean national Jee Ick Joo as an example on the alleged illegal acts made by some cops in the middle of Oplan Tokhang.

When Gen. Bato was asked if he has a liability on the evil acts committed by some cops during the Oplan Tokhang, he responded brilliantly by saying that his only accountability in what happened is conscience.

“Ang aking pananagutan diyan ay konsensya lamang, ako’y nakokonsensya dahil nangyayari yan during my time.” Bato said.

“But when you say legal… Ito po’y pinanagutan na ng mga suspects dahil nga lahat ng mga sinesyon na cases during my term lahat po yan ay na solve, nakasuhan at nakulong at ngayo’y nakaharap ng kaso.. lahat ng pulis na nagaabuso. Dahil po ang internal cleansing ng PNP ay tuloy tuloy, wala pong hinto.” he added.



Fellow Senatorial bet Atty. Chel Diokno tried to dig deeper and asked Gen. Bato about his order to "neutralize" the alleged shabu user and pushers.

Atty. Diokno asked "Ang tanong ko po ay bakit niyo ginamit ang salitang ‘neutralize’ sa inyong utos sa circular sa tokhang, samantalang ang neutralize ay wala pong legal na depinisyon at madali po siyang ma-misintepret na ang ibig sabihin po non ay pum*tay," Diokno said.

Gen. Bato Dela Rosa quickly answered and brilliantly gave his question to Diokno by saying that the opposition where the latter belong is the problem, as he noted that they're the one giving a bad impression on the word "neutralize" in the circular.

Gen. Bato also explained the meaning of "neutralize" in the Philippine National Police (PNP).



"Ang masama diyan kayo kasi ang nagbigay ng masamang meaning ng neutralize,” Bato said.

"Ang sa amin, neutralize means render the enemy incapable of committing further cr*me or injuries, so hindi ibig sabihin na kapag neutralize hulihin mo siya.. neutralize na siya.. putulin mo yung mga tumutulong sa kanya sa krimen.. neutralize na siya pero hindi ibig sabihin nun ay p*tayin.” he added.
