PNP to Charge Rep. Richard Garin & Mayor Oscar Garin for Assaulting a Police Officer

The Philippine National Police (PNP) will file chrges against Iloilo First District Representative Richard Garin and Guimbal Town Mayor Oscar Garin after they allegedly mauled and threatened a police officer assigned at Guimbal Municipal Police Station in Guimbal, Iloilo last early dawn of Wednesday.


The 41-year-old Police Officer 3 (PO3) Federico Macaya, a resident of Brgy.Sambag, Jaro, Iloilo City, suffered injuries including a bruise on his left eye after the incident which happened around 3:30 A.M.



Based upon the initial investigation, the incident happened after the congressman accused PO3 Macaya of convincing the minor victim of a commotion at the town plaza on December 22, not to file a case against the suspect, a son of the member of the Sangguniang Bayan on Guimbal, Iloilo.

The alleged victim, a son of an OFW, refused to file a case against the suspect to keep it from his parents who are working abroad, Chief Supt. John Bulalacao, Police Regiona Office 6 (PRO6) director, said in a statement.

The incident made the Garins furious which led to the mauling of PO3 Macaya who was the investigator of the minor's case. PO3 Macaya was called by Senior Inspector Antonio Monreal Jr., the town's chief of police, to proceed to the town plaza and meet with the Congressman ang Guimbal Mayor Oscar Garin.

When PO3 Macaya arrived, Congressman Garin ordered Monreal to disarm Macaya. Garin then grabbed Macaya's handcuff and handcuffed the police. The congressman was even seen kicking the police officer several times, slapped the police twice, and spat on the police face.



Not satisfied with what he did with the police officer, the congressman even fired a gun while Mayor Garin was watching and reportedly pointing a gun to Macaya, Supt. Bulalacao revealed.

“I have talked to Congressman Garin over the phone regarding the matter and he already apologized for what he had done against my personnel. I accepted his apology but I could not bear how he degraded and humiliated our uniform and our profession as police officers. I could not imagine how a lowly PNP personnel in uniform was mauled helplessly,” Bulalacao said.

Bulalacao said he will request the Department of the Interior and Local Government for the cancellation of the deputation of Mayor Garin so he will no longer have power or authority over the Guimbal police officers.

He added that PRO6 will help Macaya file charges against the Garins.
