Sen. Kiko Pangilinan & Sen. Hontiveros Worries Rebirth of "Alsa Masa"

Opposition lawmaker and President of the Libera Party expressed worries on the possible rebirth of the controversial "Alsa Masa" group which the PNP plans to re-organized to help the authorities in curbing the problems of criminality across the Philippines.

Sen. Pangilinan warned the Duterte administration that the proliferation of Alsa Masa movement in the 1980 only resulted to reported abuse of the police force.

During the 1980's the PNP encourage the establishment of civilian groups who helped the government on their programs against illegal activities in the countryside committed by criminals but those efforts resulted into abusive behaviors among police authorities.

Sen. Pangilinan was quoted as saying "“Alsa Masa in the 1980s became notorious for rampant violations of human rights, widespread atrocities and abuse all in the name of anti-communism and law and order.”

“Reviving it may in fact be a recipe for rampant atrocities and abuse. The PNP should seriously reconsider this approach," the senator added.

The veteran lawmaker and former Agriculture czar during the Aquino administration also warned the general public that the "Alsa Masa" could be used by some abusive policemen as tools to damage the properties and lives of some civilians.

Aside from Sen. Kiko Pangilinan's statements against Alsa Masa, fellow opposition lawmaker, Sen. Risa Hontiveros also worried that the re-organization of the group could lead to more EJKs resulting into bad reputation among authorities.

Sen. Lacson also supported the calls of Sen. Kiko Pangilinan and Sen. Risa Hontiveros in the possible creation of Alsa Masa. Due to the statement against the Alsa Masa program by known lawmakers, they urged the PNP to a make a thorough studies regarding the program.

The original Alsa Masa (Masses Arise) program was initiated by Barangay Captain Wilfredo "Baby" Aquino in Agdao, Davao City during the year 1984. The groups aim is to neutralize the New People's Army (NPA) in Davao City.
