The tough-talking President of the Republic, President Rody Duterte admitted during a press conference upon his arrival from his official state visit to Israel and Jordan, it was Solicitor General Jose Calida who initiated the investigations to find flaws in Trillanes' amnesty papers.
According to Pres. Duterte, one of the flaw surrounding the amnesty given to his critic Sen. Antonio Trillanes IV was traced to former Defense Secretary Voltaire Gazmin, who himself recommended and approved the amnesty for the mutineer, a sole duty described only for the President under the Philippine Constitution.

During the press conference held at the Davao International Airport from Pres. Duterte's trips to Israel and Jordan, he admitted that SolGen Calida was the one who did the research to support his issuance of Proclamation 572, which voided the amnesty granted to Sen. Antonio Trillanes.
Pres. Duterte was quoted as saying "Ang totoo niyan ang nagresearch si Calida, like 'yung kay Sereno," he said, referring to former Chief Justice Maria Lourdes Sereno who was ousted from the Supreme Court through a quo warranto petition filed by SolGen Calida.
The former Mayor of Davao City also revealed the participation of DND Secretary Voltaire Gazmin in the issuance of amnesty to Sen. Trillanes whom the President accused of pretenting to be a crusading soldier but have done nothing to accomplished in the AFP.
Pres. Duterte also revealed that Sen. Trillanes did nothing to help increase the salaries of the soldiers despite his presence in Malacanang. Trillanes was taking the cudgels for military, Pres Duterte stated.
According to Pres. Duterte, Trillanes "did not only abandoned the vision of the military, he became a corrupt guy, collecting dyan sa mga negosyante, para siyang abogado. Alam namin yan kasi ang negosyante maski paano mo taguin, nagsasabi talaga yan. I don't want to talk to businessman for that, kaya I do not allow businessman to go to, except of what i say, if you have problem with corruption, i will give you a 24 hour leeway." Pres. Duterte stated.
