Prominent social media personality and appointed UnderSecretary of the Presidential Communications Operations Office (PCOO), USec Lorraine Marie T. Badoy reveals one of the most awesome achievements of the Duterte admin in our war against illegal gambling through the efforts of PCSO General Manager Alex Balutan.


According to USec Badoy, the achievements of the PCSCO against illegal gambling resulting to billions of pesos of revenues to the national government has gone almost undetected and uncelebrated. The impressive victory of the Philippine government against illegal gambling-once dominated by gambling lords and their cahoots in government, they even dictated how it was going to run a country because they had enough money to bribe corrupt senators, mayors, governors, congressman and even presidents.

Only during the administration of Pres. Duterte and his appointed man to head the PCSCO, Alex Balutan, a former Marine General, and is known far and wide for his moral fortitude and incorruptibility, that the Philippine government won against illegal gambling resulting to billions of pesos of revenues given back to the Filipino people.



The annual revenue of the PCSO in 2016 was 37.4 Billion. By 2017, it jumped to 52.9 billion and for 2018, they are close to their dream goal of 60 billion.

Something awesome has just happened to our country and like the million and one awesome things happening in it, this one has gone undetected almost ---and uncelebrated. Because there are just too many awesome things happening all at the same time.

Well, there’s one thing I’d like for us to stand up and take notice of:

How we are winning the war against illegal gambling—this curse that had the country by the neck for forever and where our useless leaders could do nothing about, a lot of of them being in cahoots with gambling lords. (Think Leila. Only jueteng not drugs.)

Do you remember this war that had gambling lords all over the country run roughshod over our laws? Thugs OWNED this country and dictated how it was going to be run because they had enough jueteng money to bribe corrupt Senators, mayors, governors, congressmen—even presidents.

The ones who were supposed to enforce the law and protect us were the very ones who broke them with impunity.



And they were the only ones who benefited from this illegal activity. Not us. We were the ones who SUFFERED and were ABUSED.

Until Rodrigo Duterte came along and became President of this land. And then appointed this man, Alex Balutan in the helm of the Philippine Charity Sweepstakes Office.

As GM Balutan tells it, his first days in office were spent dealing with well-entrenched gambling lords who earned billions by the month who tried to bribe him with hundreds of millions PER MONTH.

“Hindi sila nag-research.”, he says. Because had they done their research, they’d have found out that General Alexander Balutan, former Marine General, is known far and wide for his moral fortitude and incorruptibility.

The hallmark of a LOT of men and women the President has appointed (with a few sablays here and there. LOL. Tao lang. )

And so the PCSO has had a lot of amazing gains since this man sat in office.

To battle illegal gambling, PCSO enticed those in the business to legalize their operations by registering with the government and giving the country our due.



When Gen. Balutan sat in office, there were only 18 STL players in the entire country. (STL= small town lottery, gambling that is legal)

When he asked why there were only 18 STL players, he found out that gambling lords controlled the numbers game and were in cahoots with government officials who protected these gambling lords for hefty fees (Millions, billions. Per month! Mga Hudas, Barabas. Hestas.)

So the General set about in winning this war against powerful overlords who have the means to do him in.

From 18 STL players when he sat in office mid-2016 to 36 STLs at the end of 2016 to 84 STLs in 2017.

And increasing.

What this means is illegal gamblers are shifting to government recognized franchises where not just a handful gambling lords benefit over an activity that cannot be stopped anyways to an activity where the country wins because:

From earnings of 4.7 billion a year, by the end of 2016, this increased to 6.4 billion (an increase of 1.8 billion just from July to Dec 2016).

In 2017, tumabo ang bansa ng 15.7 billion on STLs alone.

And so far, this year, we are earning almost 2 billion a MONTH on STLs.

280,722 jobs created by this legalization of small town lotteries. Real jobs. Regular with benefits.

In 2017 alone, 415,465 Filipinos served. Not to mention the medical equipment donated (over 277 million worth), ambulances given worth around 172 million, close to 8bn paid in taxes with mandatory contribution to the country’s coffers of almost a billion.

Proving once again how much can be achieved when a government is clean and as close to incorruptible as we can get it.



It’s like laglag bala that gave this country so much international shame, so much fear and grief that in something like 5 days the Duterte administration solved by decriminalizing possession of a bullet (Easy peasy. Bat di naisip ni Mar yan? Anyare, Wharton?)

Just like that.

The decades of relentless grief this illegal jueteng business gave us and the million and one evils it spawned—with crackdowns and briberies that happened in high places and such inept bumbling CORRUPT officials who stood at the helm of the PCSO –mga bantay salakay—and who perpetuated it being the piggy bank of the filthy rich corrupt officials and their families—well, I am near tears when I tell you those days are over.

Like the President he serves under, General Alexander Balutan says, “Not on my watch.”

And I need to tell you this.

That I sat with him and I heard him say things that made me want give him a standing ovation.

He kept saying—over and over—just like PRRD: “Pera ng Bayan ito.” And so he’s made disbursements of people’s money to those of us who need it simpler, easier.

He believes, as I do, that moral courage is basic if we want to change our country for good and take it to places it’s never been in and for which we’ve ached all these years to take it.

The war against illegal gambling will not be won overnight. Nor the war against corruption. Nor the war against drugs. Nor the war to unshackle our fearful ignorant minds of the chains of the Catholic hierarchy.

Nor the wars wrought by other Nameless Faceless entities (the Marawi war, for instance. Or the struggle to end contractualization. The war to end poverty and social injustice.)

The ones who want this government to fail are the ones who stand to benefit from illegal gambling, corruption, drugs, imprisoned ignorant minds. The ones who stand to gain when laws of the land are not followed.

It is as simple as that.

Which is why I am grateful the President has chosen to surround himself with men and women who are like him—clothed in moral courage and armed with such exemplary executive skills that they push our country forward and into the country we’ve always dreamed we could be.
