Here's the Complete Report of the DPWH-ARMM On the Road:

With the advent of infrastructure development taking place, government’s investment progressively shifted from military and armaments to quell insurgents towards socio economic initiatives that would by far increase chances of opportunities for the once displaced, conflict affected, and poverty afflicted residents of Sulu.

It has nevertheless opened possibilities for the utilization of the rich and abundant resources that once had been very difficult to maximize due to conflict. As more people put their confidence with the rising tide of development and peace process, many of our brothers and sisters in Sulu are now able to sell goods and bountiful harvests from lands that used to be battlefields. Farmers could now develop their estate and send their children to schools. All of these things are all by products of hand in hand collaboration and support by the government, the community, and the men in uniform.

Apart from developing vast acreage of lands, Sulu’s potential in terms of marine resources boasts as one of the best in the country if not the whole world. The surrounding waters of the Sulu archipelago espoused dynamic aquatic flora and fauna that if once developed would usher financial uphill for the poor fishermen in the area. The magnificent blue waters along with the pristine white sand covers would welcome gush of tourism opportunities for many of Sulu’s islands. These includes the municipality of Panglima Tahil as the forefront of the province of Sulu towards marine resource development.

Being geographically composed of set of islands affront the historic capital of Jolo, Panglima Tahil is home to marine bounties due to its strategic location. The white sand beaches adjacent to Jolo were once recreational haven for national figures such as former Philippine President Fidel V. Ramos. And, Panglima Tahil’s shallow waters endemically holds vast plantation of agal-agal that commercially would be processed into various goods and industrial products. Marine species such as lobsters, sea mantis, sea bass and crabs are also grown in cages that are sent to metropolis areas such as Zamboanga and Manila ready for export. By Allah’s grace, this municipality is blessed with so much that it only awaits support through infrastructure development.

With the current national infrastructure policies through Build, Build Build initiatives of President Rodrigo Roa Duterte and the stewardship of ARMM Regional Government of Mujiv Hataman, efforts towards inclusively making peripheral areas such as Sulu’s Panglima Tahil into the mainstream would not only deliver progressive socio economic results but would also highlight the wonders that flourish within these areas. Through DPWH-ARMM projects such as roads, ports, and sea wall protection enable residents to double their economic gain. Nevertheless, the expansion of Jolo Port would not only benefit Sulu’s capital but also adjacent areas such as Panglima Tahil.

As investments are now coming in for places like Panglima Tahil, it would be easier for local governments to utilize abled governance mechanisms to ensure sustained economic reforms. The opening of Rahmat Beach Resort with its high end amenities such as kayaking, scuba diving, and zipline that offers panoramic view of the province, would welcome enthusiasts, local tourists, and likewise foreigners to visit this haven.

Through infrastructure development it would be easier for towns such as Panglima Tahil to transform from a poverty afflicted environment with so much potential into thriving hubs of eco-tourism that would soon rival opted tourist sites such as El Nido, Coron, and Boracay. It shos that through a strong will and determination coupled with infrastructure support possibilities could be a fulfilling reality.
