DILG Releases List of Local Government Officials Facing Raps Over Boracay Mess

DILG Assistant Secretary Epimaco Densing III revealed the list of a total of 17 Local Officials who are now facing raps over Boracay mess. Asec Densing has filed criminal and administrative complaints against the 17 local officials for allegedly allowing establishments in Boracay to operate despite not complying with requirements and laws.


The Department of the Interior and Local Government filed the cases against top officials in Boracay before the office of the Ombudsman on Wednesday afternoon.

Malay Vice Mayor Abram Sualog
Sangguniang Bayan Member Natalie Cawaling-Paderes
Sangguniang Bayan Member Jupiter Aelred Gallenero
Sangguniang Bayan Member Frolibar Bautista
Sangguniang Bayan Member Lloyd Maming
Sangguniang Bayan Member Dalidig Sumndad
Sangguniang Bayan Member Maylynn Aguirre-Graf
Sangguniang Bayan Member Danilo Delos Santos
Sangguniang Bayan Member Dante Pagsuguiron

According to the DILG's pronouncements the said officials may be held administratively liable for violation of the Local Government Code on their respective powers, duties and functions. They may also be held criminally liable for violation of Anti-Graft and  Corrupt Practices Act.

The 17 identified local officials and appointive officials allegedly violated Section 3(e) and (j) of the Anti-Graft Law. The DILG are already seeking preventive suspensions for all the respondents.

The law penalizes “giving any private party unwarranted benefits, advantage or preference in discharge of his official administrative or judicial factions through manifest partiality, evident bad faith or gross inexcusable negligence.”

The officials are also being charged for supposedly “knowingly approving or granting any license, permit, privilege or benefit in favor of any person not qualified for or not legally entitled to such license, permit, privilege or advantage, or of a mere representative or dummy of one who is not so qualified or entitled.”
