Veteran international lawyer and the sister of the late Senator Miriam Defensor-Santiago, Atty. Paula Defensor-Knack revealed an interesting expose on her official Facebook Page showing the alleged pattern of corruption including the illegal Disbursement Acceleration Program (DAP) which was used by the Aquino admin to implement the Dengvaxia vaccine.
According to Atty. Paula Knack there's no way the Aquino admin could escape from his engagement with the criminal act unless the investigators is part of their close political families.

Atty. Knack stated that despite the fact that DAP had no item in the budget, but what Aquino and Abad did was to create "artificial savings" from development projects which they did not spend and call it DAP which they distributed to yellows and allies.
Budget Secretary Florencio Abad's family was in Congress, DBM, Office of the President and take note they are ll on finance and budget department.
For the Dengvaxia, there's no item in the budget but what Aquino and Abad did was to use money allocated in the budget for personnel salaries into the billion dollar scam called Dengaxia.
DOH Secretary Garin's husband was in Congress, Abad was in DBM and Sec. Garin negotiated with Sanofi for Aquino. Aquino had to fly to Paris urgently to talk to Sanofi knowing fully well the vaccine won't work in all strains. They kept quiet about this.

THERE WAS NO GOOD FAITH. THEY KNEW DENGVAXIA WAS DEFECTIVE ON SOME STRAINS, yet they did not inform the public. Wow naman, super kapal kayo !
