Veteran La Salle Professor and a well-known personality in social media, Professor Antonio Contreras revealed some interesting expose about the footprints of a medical and political scandal because of the controversial dengue vaccine during the Aquino administration and continued until the Duterte admin.
Prof. Contreras revealed the timelines of how the controversial Dengvaxia vaccines came to the Philippines, as early as December 2015, former Pres. Aquino and DOH Secretary Garin met with Sanofi Pasteur's CEO in Paris.
The purchase of Dengvaxia was approved on December 22, 2015 during PNoy's term or three days before Christmas. A SARO was immediately released on December 29, 2015 four days after Christmas and three days before New Year.

1. Pnoy and Garin met with Sanofi Pasteur's CEO in Paris in early December 2015.
2. Purchase of Dengvaxia was approved on December 22, 2015 three days before Christmas. A SARO was immediately released on December 29, 2015 four days after Christmas and three days before New Year.
3. DOH decided to purchase Sanofi without adequate information on seroprevalence which is part of the WHO recommendations. The only available data was for one town in Cebu and another in San Pablo City. Despite this, the vaccine was procured and was administered in Regions 3 and 4a, and NCR.
3. The 3.5 billion used to procure the vaccine did not come out of the regular appropriations and would have escaped scrutiny by Congress.
4. A close perusal of the procurements by DOH for the entire year 2015 and the first six months of 2016 appear not to contain Dengvaxia.
5. Dengvaxia was purchased in March 2016. Administration of first dosage of vaccine commenced in April. And we know what happened in May 2016.
