Veteran columnist and considered as one of the most prominent journalist in the Philippines, Rigoberto "Bobi" Tiglao revealed the real identity and personality of controversial Overall Deputy Ombudsman Melchor Arthur Carandang.
Melchor Arthur Carandang is the one who claimed that President Duterte had P1-billion "money flows" in his account supporting the earlier claim of Sen. Antonio Trillanes that the President had an ill-gotten wealth worth billions of pesos.
According to Bobi Tiglao, Carandang appears to be a devotee of the Yellow Cult, together with his cousin, Aquino's former communication officer Ricky Carandang, who Tiglao revealed lobbied for Arthur Carandang's appointment.
Arthur Carandang was assistant ombudsman when former Ombudsman Simeon Marcelo headed the agency. Marcelo has been the second top Yellow counselor, after Mar Roxas' campaign manager Avelino ("Nonong") Cruz.
Carandang then left the Ombudsman's officer when Pres. Gloria Macapagal-Arroyo appointed Merceditas Gutierrez to the post, whom President Aquino also pushed out. Pres. Arthur Carandang rejoined the Office of the Ombudsman as consultant to Carpio-Morales when she took over in 2011. Former Pres. Aquino in 2013 appointed him Overall Deputy until the present administration of Pres. Duterte.
The controversial Overall Deputy had been charged several years back with robbery and extortion. He was also accused by former Vice Pres. Binay as the one who headed the Ombudsman's efforts to pin him down with hidden bank accounts and graft charges against him and his family.
