Underground Train to be Included in the 50-Year Master Plan of Mactan Cebu International Airport (MCIA)

The world-renowned Mactan Cebu International Airport (MCIA) will be the first and one-of-a-kind modern airport in the Philippines featuring an underground railway system, once approved by the administration of Pres. Rody Duterte.

According to the 50-year master plan unsolicited proposal by a private company, GMR-Megawide Cebu Airport Corporation (GMAC), the subway system of MCIA would serve as passageway for transportation that ferries passengers from one terminal to another.

Andrew Acquaah Harrison, Chief Executive Advisor of GMR-Megawide Cebu Airport Corporation (GMAC) discussed the planned subway system with Cebu Governor Hilario Davide III. The additional development of MCIA costs around P209-billion, which includes the subway system with Terminal 1 and Terminal 2 of MCIA.

GMAC won the contract to operate MCIA Passenger Terminal in 2014 in a 25-Year Concession Deal. One of the company's plan is to construct a second runway for MCIA, third Terminal and the Management of Airside Facilities operation.

During the meeting with GMAC, Gov. Davide was quoted as saying "I'm looking forward for the realization of this project. I believe this will spur economic growth for Cebu," Gov. Davide said in expressing his support for the second runway in MCIA.

GMAC advisor Harrison also said that the MCIA long-term development would ensure that the congestion experienced by passengers at NAIA in Manila would not happen in Cebu.

Gov. Davide also advised GMAC to present their offer to other stakeholders including business groups, heads of local government units, and non-government organizations such as the Metro Cebu Development and Coordinating Board (MCDCB).

Based upon the study of GMA, the infrastructure improvements of MCIA will increase its capacity to handle passenger's traffic up to P50 million a year. Increasing MCIA's capacity would make Cebu a viable gateway for foreign tourists coming to and from the Philippines.

With the construction and introduction of the new MCIA runway, Harrison said, international airline companies in Manila would be attracted to open direct flights from Cebu to the US, Europe and elsewhere.

The development of MCIA into an international airport started during the year 1991 but its structural design can only accommodate 4.5 million passengers annually. GMAC Executive revealed that in its current projection, MCIA will be catering to 10.5 million passengers this year.

The MCIA Board recently approved the resolution for the construction of the second runway. If approved by the Duterte admin, the project will be done in three phases and will commence next year. It will become operational by 2030.

Airport facilities of MCIA will undergo rehabilitation from 2018 to 2021. The reclamation and construction of the second runway is set between 2022 and 2030, while the construction of the third terminal will be done from 2036 to 2039.
