DBM: Davao-Samal Bridge & Mindanao Railway System Construction to Start This Year

The administration of Pres. Rody Duterte is doing its best to fulfill his promise to the people of Mindanao and the entire Filipino nation the highly anticipated "Golden Age of Infrastructure" as Budget Secretary Benjamin Diokno announced that the construction of Davao-Samal Bridge and the Mindanao Railway System will start this year or early 2018.

In an interview with BusinessWorld, Sec. Diokno was quoted as saying "We're going to construct a bridge from Davao to Samal Island that will be constructed starting this year," Mr. Diokno told BusinessWorld on the sidelines of the Mindanao Trade and Investment Forum.

The Mindanao Trade and Investment Forum was organized by the British Chamber of Commerce Philippines at the Marco Polo Davao last Friday.

The forum was attended by a British delegation of investors, with British Ambassador to the Philippines Asif Ahmad, members of the Philippine Chamber of Commerce and Industry, Inc., and representatives of the Mindanao Development Authority (MinDA).

According DBM Secretary Diokno the feasibility study (FS)and the source of pulbic funds for the long-planned Davao-Samal Bridge is being finalized by the Duterte administration.

The DBM Secretary also revealed that the Davao-Samal Brige was initially not a priority project for the Duterte admin but due to incessant public demands, Pres. Duterte made it as one of his priority project in Mindanao together with the very first Mindanao Railway System.

President Rody Duterte announced earlier that the first phase of the Mindanao Railway System, covering an initial 100 kilometers, is being eyed for construction by the fourth quarter of 2017 or early 2018.

Funds of the major railway system in Mindanao will come from Official Development Assitance (ODA) and through Public-Private Partnership (PPP) arrangement.

Possible sources of funds for the Mindanao Railway System will be provided by the Chinese Government or some Philippine private firms who expressed interests with the projects and were already involved in other major PPP infrastructure projects in the country.

Once the Mindanao Railway System will be completed it will span some 2,000 kilometers connecting major cities on the southern island of the Philippines, including Davao, Zamboanga, Butuan, Surigao, Cagayan de Oro, Iligan and General Santos City.

Aside from the Davao-Samal Bridge and the Mindanao Railway System, the Duterte administration also plan to build bridges between Luzon to Visayas and Visayas to Mindanao.

The proposed inter-island connections are Sorsogon-Northern Samar and Leyte-Surigao. The Luzon-Visayas-Mindanao Road feasibility study is done. The Luzon-Visayas start of construction is targeted in 2019.
