NAPOLCOM Strips Cebu City Mayor Tomas Osmeña's Supervision of the City's PNP


The mayor of Cebu City, Mayor Tomas Osmeña will no longer have supervision powers over the city's police force after the National Police Commission announced that they stripped the mayor of his power. 




Based upon a Memorandum Order dated August 10, 2016, the PNP in Cebu City will no longer under the command of the City Mayor. Just recently Mayor Osmeña withdrew support for his city's police. 

In a separate interview with Mayor Osmeña he withdrew his support with the Cebu City PNP after they replaced Cebu City police chief Benjamin Santos without consulting the mayor. 

The Cebu City Chief Benjamin Santos was replaced by former Pasay City Police Chief Joel Doria last month. 

The PNP memorandum was received by Cebu City acting mayor Edgar Labella because Tomas Osmeña is in the United States for a medical check-up and will return this coming August 14, 2016. 

After the memo was issued by the NAPOLCOM, Central Visayas Director of the agency, NAPOLCOM Director Homer Mariano Cabaral said there were grounds to revoke Osmeña's supervision powers over city police because the PNP determined that his actions-his withdrawal of support for the police-would have a "negative impact on the effectiveness of the peace and order campaign."
