Based upon the results released online through the official website of the NCC topping the list of the Most Competitive Cities is Quezon City.
Out of the Ten Top Cities, the top four cities are located in Metro Manila which includes Quezon City at Number 1 followed by Manila City, Makati City and Pasig City respectively.
There are four provincial cities which were included in the elite list composed of Davao City, Cebu, City, Cagayan de Oro City and General Santos City.

The rankings of the cities and municipalities are based on the sum of their scores on 3 Pillars: Economic Dynamism, Government Efficiency, and Infrastructure.
According to National Competitive Council (NCC) of the Philippines, the provincial rankings are based on population and income weighted average of the overall scores of cities and municipalities under a province.
