Thinking Pinoy Slams DOH's P67-Billion COA Issue Under Sec. Duque

Veteran blogger and political analyst Thinking Pinoy who is a known ally of Pres. Rody Duterte shared his latest takes on the controversy involving the Department of Health as he slammed Secretary Duque for the P67-Billion COA issue. 


According to Thinking Pinoy he already read the 2020 COA Report on the Department of Health's (DOH) spending. 


Based on Executive Summary Section E(1) "Various deficiencies involving some P67,323,186,570.57 worth of public funds...  casted (sic) doubts on the regularity of related transactions. There are lots of discrepancies in terms of accounting P67.323 Billion, which is part of the entire DOH's budget. 

Despite the presence of the unaccounted budget, COA did not necessarily say it's corruption and DOH still has the opportunity to clear things up via compliance with CoA audit recommendations.

For TP it is indeed hard to explain the P67 billion worth of deficiencies in just a few weeks because of the sheer volume of transactions that must be involved. 

Thinking Pinoy also noted that the 95,675,058.98 were found to be nearly expired and/or have expired .. This recurring problem of the DOH has resulted to indiscriminate wastage of government funds and resources... This is indeed really hard to explain for the side of the DOH.

Sige, intayin natin ang explanation ni Duque, pero bakit sandamakmak ang nabulok na gamot?

Nabasa ko na yung buong 2020 CoA Report sa DoH and here are some takeaways:

UNA, YUNG 67-BILLION NA KEMBOT

From Executive Summary Section E(1), " Various deficiencies involving some P 67,323,186,570.57 worth of public funds...  casted (sic) doubts on the regularity of related transactions... We requested that the SOH implement the recommendations contained in the Consolidated Management Letter (CML)... and submit a status report on the actions taken on the audit recommendations..."

TP'S COMMENT: Yes, maraming sablay doon sa accounting ng P67.323 billion na bahagi ng pondo ng DoH and nakakaloka nga ang ganoon halaga and yes, nakapagtataka nga kung bakit ganoon. However,  CoA did not necessarily say it's corruption and DoH still has the opportunity to clear things up via compliance with CoA audit recommendations. 


In short, may among masangsang, pero pwede pang burahin ng DoH yung baho. Pero honestly, in my personal opinion, madugo na mag-unat ng P67 billion worth of deficiencies in just a few weeks because of the sheer volume of transactions that must be involved. With that said, good luck sa DoH. I hope you can do it, but it's gonna be a really tough task.

IKALAWA, YUNG P95.68 MILLION NA NABUBULOK/NABULOK NA GAMOT AND OTHER SUPPLIES

From Executive Summary Section E(2), "Drugs, medicines and other types of inventories with a total value of P95,675,058.98 were found to be nearly expired and/or have expired .. This recurring problem of the DOH has resulted to indiscriminate wastage of government funds and resources... We recommended and the SOH agreed: 

(a) take immediate action/concrete steps in resolving all issues associated with the recurring problem such as improvement of procurement planning, strengthening of distribution and monitoring systems, and review of internal controls; and 

(b) direct the Legal Service and AFMT to conduct thorough investigations and impose appropriate sanctions on all erring officials and employees whose neglect caused wastage of government funds."


TP'S COMMENT: Nagimbal ako sa laki ng halaga (P96 million) na expired o pa-expire nang mga gamot at medical supplies dahil anak ng tinapa naman, napakalaking halaga non! Minention ng CoA na "recurring" o paulit-ulit yang issue na yan sa tiningnan ko yung eksena ng CoA Audit from 2012-2020 at eto nakita ko:

From 2012 to June 2016, si Garin ang Secretary. Si Ubial naman mula mid-2016 to late October 2017. Si Duque from late October 2017 to present. 

TP'S COMMENT: Malaking bansa ang Pilipinas kaya inevitable na dahil sa logistical issues e may mag-expire na gamot, pero BAKIT LUMOBO NANG BONGGA ang dami ng expired na gamot noong panahon ni Sec. Duque? Yung predecessors ni Duque, less than 10 million worth ang napapanis, pero kay Duque, seven or eight digits, lalo na yung sa 2018 e wala namang global crisis noon?
