ASec Libiran Reveals Truth On Who Really Started the LRT-2 East Extension Project

DOTR Assistant Secretary Goddes Hope Libiran revealed the truth behind the controversial project LRT-2 East Extension Project, which was claimed by the supporters of the Aquino administration as one of their pet project but their claims are far from reality. 


According to ASec Libiran in order to clar all the confusion, misconception and misinformation regarding the project. 

In order to put things in proper context, Libiran explained that the Department of Transportation (DOTr) are indeed mindful of our history and have always conveyed their respect to all previous administrations and the work that they have done. 


ASec Libiran made it clear that the LRT-2 East Extension Project was originally conceptualized in 1999, under the Metro Manila Urban Transporation Integration Study (MMUTIS), and that it underwent exhaustive scrutiny from NEDA, which was eventually gave the greenlight back in 2012. 

The DOTr official then give specifics to the success of LRT-2 East Extension Project crediting former President Fidel V. Ramos, Joseph Estrada, Gloria Macapagal Arroyo, Noynoy Aquino and Pres. Rody Duterte.

Once and for all, please allow me to respectfully address the issue on the LRT-2 East Extension Project, in order to clear all the confusion, misconception and misinformation.

To put things in the proper context, let me first say that we, at the Department of Transportation (DOTr), are most mindful of our history and have always conveyed our respect to all previous administrations and the work that they have done.


With that, Secretary Art Tugade and the DOTr Communications Team have been very careful and consistent in highlighting the historical context of our projects— whether completed, or on-going.

For instance, in our information releases for the LRT-2 East Extension Project, we have specifically mentioned that this project was originally conceptualized in 1999, under the Metro Manila Urban Transportation Integration Study (MMUTIS), and that it underwent exhaustive scrutiny from NEDA, which eventually gave the greenlight back in 2012.

It is therefore clear that said project was actually two decades in the making, encompassing four (4) administrations. 

So, since the call is to give credit to the rightful President whom credit is due, allow us to be very specific and factual:


* Credit to former Presidents FVR and Erap for developing the Master Plan that identified the need for the LRT-2 East Extension Project, the Metro Manila Urban Transport Integration Study (1996-1999) (Yes, the need for the LRT-2 East Extension was identified and known as early as 1999);

* Credit to former President GMA for including the LRT-2 East Extension Project in the investment program of the National Government, both in the 2005 Medium Term Philippine Development Plan (MTPDP) and 2009 Comprehensive Integrated Infrastructure Program (CIIP) (Yes, the government has recognized the need to invest in the LRT-2 East Extension Project as early as 2005);

* Credit to former President GMA for starting the series of feasibility studies that eventually led to the investment approval for the LRT-2 East Extension Project (March 2010 Japan Study on Economic Partnership Projects in Developing Countries in FY 2009; October 2011 JICA Pre-Feasibility Study; July 2013 JICA Detailed Feasibility Study);

* Credit to former President PNoy for obtaining NEDA Board Approval (04 September 2012), securing the JICA Loan (27 March 2013), and awarding the 1st out of 3 construction contracts (viaducts; 23 December 2014); and

* Credit to PRRD for completing the right-of-way acquisition (especially for the stations), awarding the 2nd out of 3 constructions contracts (stations; 9 December 2016), awarding the 3rd out of 3 constructions contracts (electromechanical systems; 14 December 2018), and completing the LRT-2 East Extension Project for the benefit of the riding public.


LRT-2, NOT a PPP Project

Contrary to false information disseminated by many, allow me to clarify that the LRT-2 East Extension Project is NOT a Public-Private Partnership (PPP) project, but a P9.51 Billion project that was funded through an Official Development Assistance (ODA) courtesy of the Government of Japan, with counterpart local funding.

BUILD, BUILD, BUILD

As to why it has been included in the “BUILD, BUILD, BUILD” infrastructure program, it should be emphasized that the BBB is the centerpiece and call-to-action program of the Duterte administration to fully RECOGNIZE and FAST TRACK ALL INFRASTRUCTURE, big or small, that have been conceptualized or planned or executed, most especially those which will have significant impact in boosting our economy and improving or enhancing the movement of people, goods and services. 

BBB is the battlecry and guiding principle adopted by the Duterte administration to bring about the golden age of infrastructure in the country. 

The beauty of BBB is that it has no political color, and the government decisively pursued the infrastructure projects, regardless of who conceptualized or initiated them. 


What is important is that these projects are deemed worthy to develop, and whose long term effect will be most beneficial to our people and our beloved Philippines. 

Notwithstanding the tense and acrimonious political debates and engagement that we are currently experiencing, what should be upheld and considered is not the WHO and the HOW… but the WHY— Why we are doing these projects and initiatives.

Ultimately, we are in it because the marching order was very firm and clear - give the Filipino a most comfortable life. 

So, as far as the LRT-2 East Extension Project is concerned, let me end by saying—-
