In South Korea, the government relies on the National ID, in short Korea and Taiwan trusts their system, although they do not trust their politicians. In the Philippines, there is an abnormality, we say we trust the system but we become defiant when our Constitution is tinkered.

Read the Complete Statement of Atty. Bruce Rivera:

STATE SURVEILLANCE

There is a common denominator in states like China, Taiwan and South Korea in the fight against the CoVid19. It is called state surveillance. We expect that in China because all their citizens can be tracked through face recognition. But in Taiwan and South Korea, it is through the cooperation of its citizens.

In Taiwan, everyone who enters a public place registers it personal details, their phone number and they will be given a QR code. That will allow the state to monitor the movement of the people. If you tested positive or a suspect and quarantined, the moment the phone goes out of the area, the authorities will know it and an app will tell everyone nearby.

In South Korea, they rely on a National ID that allows every citizen to buy masks and PPE without hoarding it. The ID also allows the state to monitor the movement of its citizens. It can warn you if there is a positive person nearby. It can also monitor a person who has a fever if he avoids to be tested by putting cameras that will show if someone has a fever or an algorithm that will identify the common contact by those who test positive.

In short, South Korea and Taiwan trust their systems although they do not trust their politicians. So, it is easy for them to give up privacy rights. We do not trust our politicians. That is normal. Here is what is abnormal. We say we trust the system. In fact, we become defiant when our Constitution is tinkered.

Here is the reality: we do not trust our system. We are just too lazy, too stupid or too convinced we have the best system because many of the states we look up to have the same exact system. And the same states are now being massacred by the virus.
