Ex-Pres. Aquino, Abad & Garin Faces Criminal Raps in Connection with Dengvaxia Mess


Former President Benigno S. Aquino III, former Budget Secretary Butch Abad and former Health Secretary Janette Garin as well as other incumbent DOH officials are facing charges for election-related offenses in connection with the implementation of a massive dengue vaccination program.



According to Atty. Manuelito Luna the charges against Aquino, Abad, Garin and other DOH Officials will be filed this week against the accused before the Comelec legal department for violation of the Omnibus Election Code (OEC).

Dr. Francis Cruz, a former DOH consultant will be the complainant together with Volunteers Against Crime and Corruption (VACC). In an interview with The Manila Times, Atty. Luna, a member of the VACC said that Aquino, Abad, and Garin violated the law for their failure to secure an exemption from the Comelec when they implemented the dengue vaccination program two months before the May 2010 elections.

The Aquino administration spent P3.6 billion to purchase Dengvaxi, the controversial vaccine used to inoculate more than 700,000 children. Records show that members of the PNP were also administered by Dengvaxia.

According to the provisions of the Omnibus Election Code (OEC), they prohibits the release, disbursement and expenditures of public funds, construction of public works, appointment or hiring new employees, filling up of new positions, and giving of salary increases, among others, 45 days before a regular election and 30 days before a special election.

The offense against Aquino, Garin and Abad, once found guilty carries a penalty of more than six years imprisonment and  offernders may not be qualified probation or pardon.
