Mayor Noel Rosal of Legazpi City, Albay realized and really experience that their is indeed "Change" in the way the national government cares for the Filipino people. The mayor witnessed how the DPWH personnel cleared the roads of debris on Christmas nigh, during the height of Bagyong Nina.

The Department of Public Works and Highways under the leadership of Sec. Mark Villar ordered the DPWH Second District in Albay Province to conduct clearing operations in the areas affected the super typhoon.
Although the incident was never reported in any news media outlets, with the advent and reach of social media, Filipino netizens learned of the quick action of the Duterte administration in the government's efforts to ease the problems.
In the official Facebook Page of Mayor Noel Rosal he made the following statement:
"HIGHLY COMMENDABLE 2nd dist. DPwH ……clearing na kaagad right now at washington drive.iba na talaga ngayon sa panahon ni pangulong duterte.pag ganito tayo uunlad na talaga tayo.para bukas pag gising natin passable na mga kalsada,sunod natin APEC,” Mayor Noel wrote.
Indeed, it’s good to have to government workers who are as dedicated to their duty as these guys."
